DIJON: Movement within the city council
The replicas of the election to the deputy of Benoît Bordat are felt even within the municipal council of Dijon, majority and opposition understand. This Monday, September 26, Jean-Philippe Morel was appointed deputy mayor and Sladana Zivkovic lost part of his delegations.
A radical takes the lead, a socialist loses feathers and the Modem consoles itself. Some movements within the municipal majority led by François Rebsamen (PS, FP) were acted in municipal council, this Monday, September 26, 2022.
Due to the law on the accumulation of mandates, Benoît Bordat (Progressive Federation), new deputy for the second constituency of Côte-d’Or, resigned from the municipal council (read our article).
Jean-Philippe Morel takes over the delegations of Benoît Bordat
The assembly approved the fact that Jean-Philippe Morel is appointed as deputy and takes over the delegations of Benoît Bordat: veterans, duty of memory, civic engagement and national defense.
Jean-Philippe Morel is a lawyer and president of the Côte-d’Or departmental federation of the Radical Party. By his profession, Jean-Philippe Morel has affinities with defense subjects since he regularly defends soldiers from the gendarmerie. He was recently decorated with the National Order of Merit (read our article).
Support from Emmanuel Macron
Former municipal elected official in Longvic, then opponent of the socialist José Almeida, Jean-Philippe Morel joined the list sought by François Rebsamen during the municipal elections of 2020. At the national level, the Radical Party supports the action of Emmanuel Macron.
At the local level, Jean-Philippe Morel supported Didier Martin during the legislative election for the first constituency of the Côte-d’Or last June, the latter being a member of Renaissance and the Radical Party.
On the second constituency this time, Jean-Philippe Morel and Claire Vuillemin had tried to win the nomination of the presidential majority – in the names of the Radical Party and Horizons respectively – even though François Deseille wanted it in the name of the Modem. Benoît Bordat had won the imprimatur – on behalf of the Progressive Federation founded by François Rebsamen – and finally elected.
François Deseille’s political group wins an elected official
Thus, François Rebsamen takes the lead to a competitor of François Deseille in the investiture in the legislative elections. Jean-Philippe Morel sits in the Socialist, Radical and Related political group, while François Deseille chairs the political group of elected Democrats, Ecologists, Centrists and Citizens who notably bring together members of the Modem and Historical Walkers.
Nevertheless, François Deseille can console himself by seeing Philippe Thirion (Modem) enter the municipal council and his political group, next on the list of municipal elections.
Sladana Zivkovic loses part of his delegations
Another consequence of the plate tectonics of political recomposition concerns Sladana Zivkovic (PS). Also in the last legislative elections, the socialist had been a candidate in the first constituency of the Côte-d’Or to confront both Didier Martin – candidate for the presidential majority now supported by François Rebsamen – and Antoine Peillon (LFI , NUPES) – candidate supported by the Socialist Party at the national level. Didier Martin was elected.
By this double dissidence, Sladana Zivkovic risked a lot. With an honorable result in the first round, approaching 8%, the municipal councilor made sure to avoid a heavy sanction. We do not penalize a socialist who gathered nearly 3,000 votes in a constituency including the popular district of Fontaine d’Ouche.
However, the mayor of Dijon had to send a signal of firmness to his entire majority. François Rebsamen therefore made an “adjustment” by withdrawing part of his delegations to Sladana Zivkovic. The partnership with the twinned cities is now attributed to Lydie Pfander-Meny (PS) already deputy in charge of seniors, age policy and intergenerational relations. Sladana Zivkovic remains in charge of tourism in particular.
Laurent Bourguignat’s group shrinks during the summer
The election to the deputy of Benoît Bordat has consequences even in a political group of the opposition. Director of the candidate’s campaign, Stéphane Chevalier left the group he had co-founded with Laurent Bourguignat (LR, Libres).
The group has changed its name and composition (read the press release): Dijon otherwise is now made up of Laurent Bourguignat who is the president, Henri-Bénigne de Vregille (Horizons) who is the vice-president, as well as Caroline Jacquemard (LR) and Céline Renaud (LR).
In addition, the political group executed by Emmanuel Bichot (LR) is now called Agir pour Dijon and also includes Laurence Gerbet (NC).
Stéphane Chevalier, Bruno David (LR), Axel Sibert (LR) and Claire Vuillemin sit as independents.
