The town hall of Toulouse demands the expulsion of the hundred or so migrants from the Jules Guesde alleys
During his political comeback last Thursday, Jean-Luc Moudenc announced that he would keep “the release of the Jules Guesde alleys and the end of this situation“. Four days later, the mayor of the pink city who is also president of Toulouse Métropole puts the deed to the word and file a request before the court of law. I ask theevacuation of the premises, not without having previously summoned the occupants of the tents to leave. His services are added in a statement that “this land being devoid of the necessary safety and sanitation equipment, this occupation constitutes a manifest disturbance of public order“.
Waiting for the visit of the representatives of the state
A hundred migrants have been camping since the August 26 in the city center near the courthouse. Jean-Luc Moudenc participated last Friday in the round table organized in the prefecture with the state and the department of Haute-Garonne. The day before when he returned to politics, he dismissed the state and the departmental council of Haute-Garonne in charge of minors in the face of their responsibilities:
“It’s up to the state to relocate and the department to take care of minors.” – Jean-Luc Moudenc
This meeting in the prefecture made it possible to come up with an action plan: the prefect Etienne Guyot announced that representatives of the State services would go there this Tuesday morning, in order to examine the situations on a case-by-case basis. of all migrants who so wish.
Three scenarios are possible:
– if the person is a minor, they can immediately be taken in charge by the Department;
– if the person has seized the juvenile judge, to establish his minority, temporary accommodation will be offered on an exceptional basis while the request is studied (which may take several months). On this specific point, the law as such does not provide anything according to the president of the department of Haute-Garonne, Georges Méric. He evokes a “hiatus”, a “vagueness” on responsibility: who should take charge of migrants in this case? In this case, they could exceptionally be accommodated in centers managed by the State or in partnership with State services;
– if the person is an adult, there are several possibilities. It can make an asylum application, an application for exceptional admission to stay, etc.
Collective accommodation claimed
Some associations that work with migrants in the allées Jules Guesde prefer a collective accommodation solution.
In Nantes, the evacuation of the camp was done two days after the filing of the request
In Nantes, a city of similar size to Toulouse, only 48 hours had elapsed between the filing of the request and the evacuation of the camp of migrants installed in the city center, but it was another court which had been seized, the administrative court.
