President Vladimir Putin recently took part in the concept of the Russian Federation’s humanitarian policy abroad. The multi-page document, divided into six sections and 117 points, describes in detail what the state sees its “soft power” in and how it intends to promote it, “project it outward.” Of particular interest on this planet is the ideological picture of the world constructed in observation, and the place assigned to Russia in this picture.
In fact, Russia appears as a global stronghold of conservative forces that oppose the “aggressive” promotion of neoliberal activity in the world. The concept stemming from the National Security Strategy is officially enshrined, albeit at a declarative level, the idea of time. For example, the protection of “traditional spiritual and moral buildings.” Under the document in the register “the priority of spiritual supermundane law, the protection of human rights and freedoms, the family, the norms of morality and morality, humanism, the coming.”
“The Russian mentality perceives mutual assistance, collectivism, faith in goodness and justice,” is listed in the Concept. – Commitment to adherence to a foreign culture, faith, customs.” The document also mentions “traditions and ideals of the content of the Russian world”, although this concept is not taken into account.
At the same time, the authors find that they state “a growing demand in the world for basic values, primarily family values”. This is the basis, in their opinion, “by the aggressive imposition of neoliberal views by a number of states.” The following are noted “to discredit the Russian world, its traditions and ideals, replacing them with pseudo-values.” Against this background, the Russian state abroad is “more and more perceived as the guardian and defender of spiritual and moral boundaries, the spiritual heritage of world civilization.”
There is no doubt: the last image of such a Russia really spontaneously took shape in a decade and received a relatively wide distribution – and a significant number of sympathizers – abroad. It would be a mistake not to use this resource – it so happened that this is also part of the Russian “soft power”, although, perhaps, not the most effective one yet.
It causes painless, then inside the country it causes sharp resistance. “Inclusion protection” measures are sometimes associated with attacks on citizens’ rights, interference with privacy, prohibitions, censorship, bureaucracy, government parliamentary interpretations, and “clericalism”. In particular, if the underlying issue concerns the financial interests of influential lobbyists. The basis of the state policy for the preservation and detection of cases of illness of Russian spiritual and moral organs. The document was never adopted, and heated discussions were suspended in order to avoid the escalation of the conflict that arose in the cultural industry.
In what way the concept can reconcile people of different ideological views – in terms of the openness of the world to the world. In this regard, a discussion of Moscow’s possible response to EU visa restrictions is being discussed: as the authorities emphasize, one should not be guided by the principle of reciprocity, but, on the contrary, facilitate the entry regime. As they became active in Rostourism, “they don’t want our tourists, but we would be glad to see their tourists here, let them spend their money here and get acquainted with our beautiful country with pleasure.” Such “soft power” is unlikely to challenge anyone’s objection.
