Ministry of Energy of the Russian Federation: Russia has adapted to sanctions, new strategic energy will be ready by mid-2023
The Ministry of Energy of the Russian Federation will prepare a new energy strategy for Russia by mid-2023, said the head of the department, Nikolai Shulginov. As part of this strategy, the construction of two anti-flood HPPs will begin in 2024, their total investment is estimated at 360 billion rubles. According to Mr. Shulginov, a schedule has also been prepared for the construction of eight more hydroelectric power plants with a capacity of 4.7 GW and a volume of 961 billion rubles.
“There were priority points that relate to anti-flood effects: Nizhne-Zeyskaya HPP for 400 MW and Selemdzhinskaya HPP for 100 MW. We expect construction of the monitor to begin in 2024. In this case, the entry of the outcome in 2029-2030, ”said the head of the Ministry of Energy for the Eastern Economy (VEF) (quoted by TASS).
He stated that in Russia there are no problems with production and turbines for large and small hydro generation. “Moreover, we already have penalties in place that offset the negative consequences of the imposed penalties,” said Nikolai Shulginov.
He noted that the Ministry of Energy of the Russian Federation intends not to produce a serious increase in energy consumption in Russia. The minister said that the Russian energy industry has joined the Western sanctions. According to Mr. Shulginov, the oil industry can adapt to the upcoming EU embargo on oil and gas imports from the Russian Federation by redirecting energy resources from the West to the East.
Mr. Shulginov believes that Europe cannot be in demand from Russian gas even by 2027, since this means a halt in production, including chemical production, as well as gas production.
The head of the Ministry of Energy of the Russian Federation said that by 2030 Russia will increase LNG production from the current 30 million tons to 80-100 million tons annually. Gazprom is discussing with a number of options to accelerate the redirection of gas proposals from West to East, he added.
“Now the design materials for the start of construction of a gas pipeline in China through Mongolia are almost ready. For such topics, they discuss,” said Nikolai Shulginov.
In early August, Gazprom reported that in January-July the company produced 262.4 billion cubic meters. m of gas, which is 12% or 35.8 billion cubic meters. m, less than in the same period of 2021. The state-owned company linked this data to a decrease in gas consumption in consumables, which introduced a meeting regarding Russian energy carriers due to military operations in Ukraine.
