Russia introduced quotas for the export of waste paper from the country
Their condition. From September to December, it will be possible to supply only 30,000 tons of products abroad. Is the export of waste paper not well developed in Russia? Who buys this raw material for processing and why?
Government established temporary quotas for the export of waste paper in the amount of 30 thousand tons. They will be valid from 3 September to 3 December. Measures to support manufacturers of cardboard packaging, for waste paper – the main raw materials. Another problem is the absence of packaging shortages in the foreign market.
Recycled paper and cardboard, that is, waste paper, include a wide range of issues for the domestic market of Russia, which carry out quotas. Until February 24 RF produced and imports large volumes of paper products and goods, and the waste paper of the Russian company goes to processing growth – about 5 million tons per year – and for export. Its volumes almost approached 500 thousand tons. More than half of Russia sold China, but three years ago, Beijing banned the import. Ukraine, thanks to the Russian Federation, provides about 130 thousand tons of genital organs in waste paper. Residual consumption between the countries of the former CIS.
After February, Ukraine stopped buying Russian waste paper. Imports of paper and goods to Russia fell, decreased. The amount of waste paper has also decreased. In addition, from the domestic market gone major manufacturers and packaging: Elopak, Tetra Pak emissions, as well as the American Ball Corporation. Packaging began to be produced in the Russian Federation from its own recycled materials. In the spring and early summer, prices for waste paper in Russia fell, so the views of public utilities workers and suppliers of large volumes of waste paper lost interest in this financial interest. The townspeople left the city. And already in August in Russia there was a 30% shortage of recycled paper, especially corrugated cardboard. And the prices for it have grown in a month by 2.5 times.
Therefore, the current quota for the export of waste paper is quite logical. But this will not affect the external deficit, says Yevgeny Glezman, managing director of the vertical universal holding SFT Group.

The Ministry of Industry and Trade divided the current quota between exporters by the increased demand for the export of waste paper. In the list of wholesalers of Belarus, Kazakhstan, Kyrgyzstan, Turkey. It is clear that the current 30,000 tons in four months and the export half a million a year before February are incomparable figures. However, the quota does not apply to waste paper exported to the territory of Donbass, Abkhazia and South Ossetia. And how much the Russian Federation puts there is unknown. Denis Kondratyev, head of the League of Waste Paper Recyclers, comments.
