The tender is successful, plans for the revised Debrecen Central Station can be prepared
Debrecen – According to the tender documentation, the bus station will not be taken underground, but will be built next to the Nagyállomás.
The public procurement of the National Infrastructure Development (NIF) Zrt. for the design of the revised Debrecen Central Station has been successful. The summary published in the Public Procurement Bulletin reveals that two tenders were received for the call, of which the joint bid of Budapest’s Középületozorzeň Zrt. and “KÖZLEKEDÉS” Tervező Iroda Kft., also from Budapest, won. The companies accepted the order for HUF 974 million net. The contract signing moratorium ends on September 5, after which the parties can conclude the contract.
It has been a decades-old plan to bring the bus terminus to the Debrecen railway station, creating an intermodal hub. In 2018, the construction public procurement procedure was already successful, but then it was decided to redesign the Debrecen Main Station.
At a general meeting held in 2020, the original plans were announced at the end of October
the Petőfi tér section of the bus station and highway 4 will not go underground, and two roundabouts will not be built next to the Homokkert overpass. They will not build a new, four-track head tram terminus either, the current loop terminus will remain.
costs by redesigning the new buildings to be built and the admissions building, as well as by reducing large-surface glass structures.
According to the tender documentation of the investor NIF, the winning companies will have the following tasks:
1. Preparation of preliminary examination documentation
2. Preparation of an environmental impact study based on official regulations
3. Preparation of preliminary archaeological documentation
4. Preparing a road safety impact assessment
5. Creation of licensing plan documentation
6. Obtaining authority permits
7. Obtaining Nobo/Debo certification in relation to the official license procedures – required based on the technical content
8. Preparation of design documentation
9. Preparation of a designer’s cost estimate based on construction plans
10. Feasibility study and cost-benefit analysis (CBA) updating as necessary
11. Preparation of land development and expropriation plan
12. Preparation of regulatory plan amendments as necessary
According to the call, the planning area is located in the central part of the city, primarily in the property housing the railway station building and its immediate surroundings, as well as in areas functionally connected to the railway station.
The planning task is the design of the project elements necessary for the development of the intermodal junction, which includes road development elements, parking garage construction, building demolition, construction, and renovation elements, as well as the construction of the bus station, the environmental planning of the IMCS area, the construction of public utilities and the execution of plan volumes for the development of passenger information. level. preparation.
Bus station: a new P+R parking garage will be created with the conversion of the current Nagyállomás bus stop and the partial demolition of the railway reception building, on the street level of which a local and intercity bus station with 17 starting positions and 7 waiting positions should be planned. There is also the possibility of short-term storage of 23 buses in the vicinity of the parking garage.
Reception building: The demolition of building “A” is to be planned and the parking garage and the bus station are to be built in its place, the reconstruction and redistribution of buildings “B” and “C” are to be planned. The functions of the part of the building to be demolished are to be transferred to the remaining buildings. During the renovation, it is recommended to preserve the architectural design of “B” containing the passenger functions.
Based on the preliminary studies, the demolition of buildings in an area of approximately 3,850 square meters is to be planned, the internal demolition and conversion of a section of the building with an area of approximately 11,700 square meters is to be planned, and a new station building wing with an area of approximately 9,300 square meters is to be planned. Due to the demolition of the “A” building, it ensures the full energy supply of the MÁV station located in the building, only a sketch plan must also be proposed to replace the transformer house.
Parking lots: Creation of parking spaces for 115 surface cars in the areas in front of the Posta building southwest of the railway entrance building. Design of a multi-storey P+R parking garage for 500 cars in the area of the bus station, which is part of the planning task. Commercial and service facilities must be located on the first floor of the parking garage. The possibility of placing 10-10 K+R and taxi ranks and 210-250 B+R within the area of the intermodal junction is also necessary. The design of the parking garage is planned on 4 levels on approximately 16,450 square meters.
Road construction: The project affects the section of highway No. 4 in front of the railway station and the connector and junction of highway No. 47. Correction of main road No. 4 is planned for the section in front of the station,
in order to ensure adequate accessibility, a turbo roundabout should be created in the vicinity of the Sumen Street intersection of main road No. 4.
This multi-lane roundabout will connect roads 4 and 47. For the bus station, the parking garage and the commercial facilities located there, a new, level pedestrian crossing protected by a signal light will be created on highway No. 4.
Ensuring pedestrian and bicycle connections in the direction of Homokkert: The bicycle connection between Petőfi tér and the Homokkert district is ensured by the “A” underpass. The 1st phase of this task must be planned, which provides underground protection between the admission building and Petőfi tér. The length of this underpass section, which is to be planned together with the correspondence ramp, is 95 meters. Due to the large floor area and the separating effect of the ramp appearing here, it is necessary to find the right architectural tools to fit it into the environment. Sections 2 and 3 of the “A” underpass must only be designed at the level of a sketch plan.
An additional planned pedestrian crossing in the direction of Piac Street in the direction of the platforms would be ensured by the “C” underpass. In the course of this task, the 1st phase of this must be planned under the “C” building, which is to be renovated and rebuilt, approx. 33 meters long. Section 2 of the “C” underpass should only be designed at the outline level.
Railway energy supply: Due to the demolition of the “A” building, the replacement of transformer house No. 2, which ensures the complete energy supply of the MÁV station, as well as the associated switchyard, the 10-kilovolt and 0.4-kilovolt cable sections running through the “A” wing of the building are to be replaced or protected instead of placement. Detailed requirements for the design of the energy supply elements can be found in Documentation III. for presentation in vol.
Electric connection: The loop turn of trams 1 and 2, the track connection leading to the depot and the airport, and the size and location of the platforms of the stops will remain unchanged.
Passenger information: During the development of passenger information, an audio and visual information system must be planned in the entire area of the intermodal junction at all levels.
Landscaping: High-quality transformation of open spaces and green spaces in the following five distinct areas: Petőfi tér station forecourt area, Bus station area, main road number 4, roundabout and bus parking area, area in front of the Post Office, Green roof.
The winning companies will have 18 months to prepare and procure all plans and documentation.
