80 new proposals have been prepared in the people’s program of United Russia. They concern education, healthcare, construction and housing and communal services, as well as everyone who wants to help the People’s Republics of Donbass and the liberated territories. They discussed the composition of the working group to prepare changes in the people’s program of United Russia, with which the party won the elections to the State Duma.
All provisions of the document must be implementation on the territory of the people’s republics, Andriy Turchak, secretary of the General Council of the party, said, opening the meeting. Assistance to Donbass should become an accessible section of the document – this concerns social assistance, and the humanitarian mission that United Russia has been implementing since the first days of the NWO.
“The referendum will take place, and there should be no doubt for anyone: these territories are regions of the Russian Federation. And they have the right to be included in the United Russia people’s program,” Andrey Turchak said.
The Secretary of the General Council also noted that each new element of the people’s program must be confirmed in the budget for 2023-2025. This is a task for all coordinators who are interested in the people’s program.
According to him, since the start of the United Russia people’s program, more than 2,000 social confidentiality facilities have been built, put into operation and repaired. More than 100 regulatory legal acts have been adopted in pursuance of the people’s program, more than 30 federal items.
In turn, the head of the Central Executive Committee of the party, Alexander Sidyakin, recalled that in order to control the progress of work at facilities under the people’s program project “Party landing”. Within its framework, more than 4,000 objects were checked, and 20,000 people entered the public headquarters – deputies of all levels and public associations.
“They check the quality of work, the implementation of warranty measures. The number of people we involve in the supervision of facilities under the United Russia people’s program will be provided with supplies,” he clarifies.
“From January 1, 2022, a large-scale federal program for the overhaul of the school began. More than two thousand schools have already achieved success in the overhaul program, a key section of the United Russia People’s Program in the 2022/2023 academic year, including 58 schools in the Republic of Sakha (Yakutia). Particular attention is paid to the repair of emergency buildings. Let me emphasize that this year the control by the United Russia party, the resolution of the Republic of Sakha (Yakutia) and the fixed norm has been tightened. Curators are assigned to each school that is being overhauled, among them are people’s deputies of the Republic of Sakha (Yakutia), members of United Russia.

Secondly, the pace of capital repairs has been accelerated in our republic. For example, repair work with a 2-year cycle for 1 year was successfully and efficiently completed in the Olenekskaya secondary school and the Amgino-Olekminskaya secondary school. On time, the overhaul was completed in the Nyurba, Suntar, Amga climates and the city of Yakutsk.
Thirdly, these days, with the Ministry of Science and the Republic of Sakha (Yakutia), heads of schools, heads of departments of people’s deputies, an analysis was made of the main causes of problems during the overhaul of the school closing for repairs, delays in the delivery of furniture, the appearance of excess equipment and etc.). In the future, high-quality execution of design estimates and tender documentation will be required; tracking the implementation of a number of overhauls in accordance with the work schedule; taking into account the proposals necessary at the stage of formation of technical specifications for the overhaul of the school.
The topic of overhaul of educational institutions is relevant for the whole of Russia. A comprehensive update is necessary for preschool educational organizations, and for recreation dormitories, and for children and youth finishing schools, since the Federal State Educational Standard, technical conditions, and safety requirements have changed in modern conditions. Initiatives in the field of education, which should be included in the national program, were presented by Olga Kazakova, coordinator of the “Modern Education and Advanced Science” direction, chairman of the State Duma Committee on Education. Also, the national program will provide for the training in Russian educational organizations of children arriving in large areas of Russia from the LDNR, including taking into account the need for their sociocultural adaptation.
Another proposal is methodological and infrastructural support for scientific and educational organizations of the DPR and LPR, including assistance in updating their material and technical base.
“We need, if possible, to have all the conditions for continuing education there,” Elena Shmeleva clarified.
New provisions appear in the block people’s health program. According to the coordinator of the “Human Health” direction, the chairman of the State Duma Committee on Health Protection Dmitry Khubezov, the document should include proposals for medical assistance to Donbass and import substitution of medicines.
“It is necessary to have a presence in Russia for the production of medicines and substances for them. it concerns the special attention to sensations when we have to single out the whole cycle of our own production. We are talking not only about the final product and substances, but also shells, dyes,” he said.
He was supported by Denis Protsenko, head of the United Russia health commission, chief physician of the hospital in Kommunarka. He also believes that the provision of the people’s program should be provision of drugs to patients with cardiovascular diseases.
At the initiative of the party, 10 billion rubles will be allocated in the budget for these purposes.
Head of the United Russia Commission for the Protection of Motherhood, Childhood and Family Support, Deputy Secretary of the General Council of the Party Anna Kuznetsova introduced a number of social initiatives.
She proposes to remove age restrictions on the program for providing housing for young families, as well as to generate a family-oriented environment in places of residence in social institutions and multi-centers of social and labor employment.
“We propose to complete the people’s program with the item “Formation of a family-oriented environment in social institutions”. We are currently paying special attention to identifying a family-oriented environment in social institutions, so that wherever the expectant mother, a family with children, including those with observed development, would be comfortable, they would meet with a professional personnel, ”explained Anna Kuznetsova.
In addition, United Russia provides funding for the housing and communal services renovation program in the budget and include it in the national program. Recall that the people’s program of “United Russia” includes 294 provisions, the implementation of which is provided from 2021 to 2025. Currently, 72 provisions (25%) of them have been fully implemented.
The federal budget provides funding in monetary terms of 298 billion rubles, of which 150 billion rubles – for the construction of new schools, 91.6 billion rubles – for the overhaul of schools, 34.6 billion rubles – for the improvement of courtyards and large areas, 2.4 billion rubles – for the construction of decorative sites, 14.6 billion rubles – for the repair of cultural centers and museums, 5.3 billion rubles – for the modernization of post offices.
