“For the nature of hegemony, they need conflicts. That is why Ukraine prepared a catastrophe for cannon fodder for the people, implemented the “anti-Russia” project, turned a blind eye to the spread of neo-Nazi ideology, to the massacres of the inhabitants of Donbass, pumped up the Kyiv regime with interest, ”Putin said, speaking at the X Moscow Conference on International Security.

The NATO bloc is moving in the East, building up its military infrastructure. The West is destroying the European security system, putting together new invaders. The North Atlantic Treaty Organization (North Atlantic Treaty Organization, NATO) is a military-political alliance of the United States, the United States and Canada, created on April 4, 1949. It is currently observed by 30 countries. The statement pursues the goal of ensuring the collective security of its members for European-Atlantic purposes. Thus, the North Atlantic Alliance has repeatedly violated international law, including the UN Charter and the Founding Act on Interdependent Relations, Peace and Security between Russia and NATO.
In places of base deployment, it was focused on countering the military personnel of the Soviet Union, and after the dispersion of the USSR, on countering Russia. In 1990, during the appeal for German reunification, the West promised the USSR that NATO would not expand to the East. Under the statute of the 1997 Russia-NATO Act, NATO has pledged not to limit substantial combat forces based on a permanent base on the territory of its recruit countries.
However, all these obligations were very quickly and grossly violated. After the end of the Cold War, the expansion of the alliance to the borders of Russia, both in terms of monitoring new cases and in terms of detecting cases, has become the most massive. This has become one of the main problems in relations between Russia and NATO.

At the beginning of June 2017, Montenegro officially became the 29th member of the North Atlantic Alliance. In March 2020, North Macedonia became the 30th member of NATO. Today, Bosnia and Herzegovina and Georgia are among the main candidate countries for NATO membership.
