This year, the regional week had to be interrupted – on July 10, State Duma Chairman Vyacheslav Volodin announced the need to hold an extraordinary meeting of parliament.

Some media reported that on July 15, the deputies will consider the issue of consideration by the Minister of Industry and Trade Denis Manturov as Deputy Prime Minister of the resolution. This information was confirmed almost immediately. On July 14, a suitable draft resolution was submitted to the State Duma. According to the Kommersant newspaper, Manturov’s promotion was necessary “in order to sharply increase work on import substitution.”

“I would not be surprised if I assumed that when Manturov was appointed as a new deputy prime minister, they simply forgot about new amendments to the constitution, according to the content of the State Duma, it announces new circumstances and deputy prime ministers,” political scientist Konstantin Kalachev commented on the situation. One of the possible issues of the day for consideration on July 15 really concerns the power structures. In particular, contributions for the calculation legislative amendments specify that the FSB, SVR and other departments do not provide services to citizens. In practice, according to observers, this indicates the emergence of accountability of law enforcement agencies to citizens. This will also affect the General Directorate of the President’s Special Program, which is responsible for mobilization.
The mobilization itself on July 15 will not be announced. According to the law, such a decision is made not by the State Duma, but by the Russian Federation by its decree – “with immediate notification of this to the Federation Council and the State Duma.” At the same time, according to Kommersant’s source, the bill will be continued, which will give “an opportunity for evaluation to atone for one’s guilt by serving in the army.”
Issues of war and border protection
Late in the evening of July 13, the official telegram channel of the State Duma announced that there would be no meetings on the agenda of the meeting that would necessarily be considered by the Federation Council. The Constitution of the Russian Federation refers to such laws, requires war and peace, the federal budget, taxes, ratification of international treaties and the protection of the state border.
“Fateful processes, such as the entry of the “LPR” or “DPR” into Russia, or the accession of the Kherson and part of the Zaporizhzhya Speedway, are unlikely to be resolved in a state of emergency,” predicts political scientist Konstantin Kalachev. “On the contrary, they will be furnished completely to another.”
