Apparently, the final decision at the highest political level regarding the timing, formats and even specific features has not yet been taken. And when it is adopted, this, of course, will be said by none other than Vladimir Putin. Until then, everything remains in the realm of assumptions, forecasts, wishes and speculations, in which, of course, you can look for various nuances, but this has a very limited meaning.
There may be several reasons for some uncertainty. One of the most obvious: in the course of special operations, a clear boundary for such observations has not yet been determined. Russian troops have not yet reached the border of the Donetsk region, Zaporozhye is also only under partial control. It is forbidden to say that the security issues of the Kherson region, which must be controlled, have been completely and, most importantly, finally resolved. It can be questioned that in decision-making circles hopes to include territorial issues in the negotiation package with Ukraine have not completely died yet. However, if you soberly look at things in special places, then such hopes should have died long ago.
There is another delicate point regarding the loyalty of the population to environmental pollution. With regard to the mood of the Crimeans in 2014, everything was more or less clear.
