Toulouse wants to prevent recidivism
This is one of the priorities in terms of delinquency. Jean-Luc MoudencMayor of Toulouse and President of Toulouse Métropole and Samuel Vuelta SimonPublic Prosecutor, wished, within the framework of the deployment of local justice, to continue and intensify their partnership on the prevention of recidivism.
For many years, Toulouse Métropole and the City of Toulouse have welcomed into their departments people subject to Work of general interest (TIG) and Unpaid work (TNR). These two measures have the “objectives of sanctioning the person by carrying out an activity for the benefit of society, in a restorative approach, to promote social integration and to reduce the risk of recidivism”, specifies a press release from the municipality.
A work, between the services of the two communities and the Public Prosecutor’s Office of Toulouse, the Penitentiary Service of Integration and Probation and the Judicial Protection of Youth was set up.

A first very positive report on the prevention of delinquency
On January 28, during a dedicated working time, and on the occasion of the plenary assembly of the Local Council for Security and Prevention of delinquency (CLSPD) which was held on May 18, 2022, the Town Hall of Toulouse, Toulouse Métropole and the parquet of Toulouse have drawn up a very positive assessment of this system and defined the work prospects for the year 2022, with in particular the importance of diversifying the positions offered and of welcoming more minors within the framework of the reform of justice for minors.
Thus, on the occasion of the presentation of this report, it was noted that the involvement of all, and in particular of the tutors of Toulouse Métropole and the Town Hall of Toulouse, has made it possible to welcome more than 900 people since 2017 to carry out a TIG or TNR measurement. This represents more than “56,600 hours of work carried out for the benefit of two communities and allowing them to participate in the process of reintegration of the convicted person and for some to have a first contact with the world of work”, specifies the press release.

Record in time “the effectiveness of our police forces”
“For the safety of Toulousains, preventing recidivism and ensuring the effectiveness of our police forces municipal and national are essential. Already mobilized alongside the Public Prosecutor’s Office, we wanted to intensify this partnership, in particular the reception, within the services of the Town Hall and the Metropolis, of minors subject to Community Service measures ( TIG) and Unpaid Work (TNR)”, emphasizes Jean-Luc Moudenc, Mayor of Toulouse, President of Toulouse Métropole.
Educational measures that raise awareness
Initiatives also proposed at the level of the Public Prosecutor’s Office. “Whether ordered as a penalty (TIG) or as an alternative (TNR), these works for the benefit of the community are measures aimed at educative which must raise awareness among the people who contribute to it: this is often the only price to pay for the offenses that have been committed. These measures are therefore educational, useful for the community, egalitarian and, very often, rewarding for those who benefit from them”, said Samuel Vuelta Simon, Public Prosecutor of Toulouse.
According to him, unpaid work is “an alternative which makes it possible to shorten the long time between the commission of the act and the response given to it by the prosecution, by offering this work within one month: the properly understood objective of community justice is, above all, to reduce time”, he added.
