Small tables in Rome, another extension. Faster permits for new runways
An amendment to the Aid decree – confidence in the text passed yesterday in the Senate – defuses (for now) the mine of the tables. And it guarantees a bar and restaurants a more generous extension to occupations of public land than the one that the Municipality is preparing to grant until October 30th. Also because the interdiction power of the Superintendency is still blocked. At the push of the League, the Parliament has, on the one hand, the status quo until 30 September for the authorizations granted during Covid (13 thousand in Rome alone) and, on the other hand, has above all extended the simplified procedures also to grant the new occupations of public land, also excluding in this case the opinion of Palazzo Lovatelli as that of the National Superintendency. An aspect that scares the Municipalities such as I and II, where the presence of new dehors and platforms was massive.
According to these provisions, the extension will be valid until 30 September, with the owners of the premises who in fact only have to invest the occupancy rent, which has returned to pay since April, as their only obligation. This, therefore, is the government’s decision and that in part coincides with those that are about to take the Capitol. To mitigate the repercussions on the categories, the councilor for productive activities, Monica Lucarelli, at the first available council will be a proposal for a resolution to regulate the transitional phase (in force until October 30) and which will be submitted to the approval of the Capitoline Assembly. . A text that will be filed in the hours areas, but which in the first place provides – unlike the amendment to the Aid decree – that even in order to obtain confirmation of permits, holders must receive a request by the end of June to the Municipalities of their territory , to be filed electronically. Always according to the intentions of the Capitol, these requests as well as those of new occupations could also be accompanied by an act of asseveration, certification, of a technician. Moreover, in the areas under artistic or landscape protection, the green light of the Superintendency is needed.
Also in the resolution is also provided for an easing for further children in the central areas: according to the latest hypotheses circulating in Palazzo Senatorio, the extension to the platforms by 50 per cent will be skipped throughout the I Municipio (therefore also Trastevere, Prati, Monti or Testaccio) granted to businesses precisely to meet the pandemic of income that arose after the outbreak of the pandemic.
MOBILITY
With respect to the requests of the trade associations, the ban on setting up platforms or outdoor areas in the consular streets was confirmed. On this the councilor for transport, Eugenio Patanè, was adamant. But it is not certain that during the approval of the act in the Capitoline Assembly the center-left majority can amend this point, authorizing the installation of the tables even in those streets that are part of the major road network but which are not to be counted among those with fast flow. or among the consular: for example, via Duilio, via delle Fornaci and via Galvani. As in the past, then, the platform must be at least 5 meters away from the listed monuments, while to obtain a position on a parking stall, the police will need the green light.
This at least should contain the deed to be brought to the Hall Julius Caesar, whose measures according to the text of the amendment will be valid from October 1st. Even if further measures are not excluded to better delineate the presence of the tables in the prestigious areas or in the most congested ones. What is certain is that this is only a first step to rearrange all the matter: the commissioner wants to clarify issues that have never been resolved such as the furniture catalog and also looks to a new and more general regulation.
