Johnová (Prague itself): Prague is further developing the capacity of social services

Rada hl. Today, the City of Prague approved a Memorandum of Cooperation on the Development of Community Services within the Process of Transformation of the Social Services System for Praguers.
The agreement will be signed by the capital with the organization Abakus – the foundation fund of the founders of Avast. The aim of the cooperation is to enable faster development of the network of community social services in Prague and thus correct historical shortcomings.
Since 2019, Prague has supported the modernization and transformation of the system of services for people with disabilities, as the capital as the only region in the Czech Republic has historically provided 75% of inpatient care capacity for people with disabilities under 65 outside its territory, often in the former Sudetenland.
“In the past, Prague has fallen asleep to the development of social care. If we compare the capital with other regions in the republic, we see that people with disabilities and their families were not really interested in politics at the municipality. The communist practice of taking people with disabilities to institutions in remote parts of the Czech Republic continued, where, if you want to go, you have to reckon with all-day travel. Prague disconnected the family of people with disabilities and, moreover, ignored that providing affordable care directly on its territory is not only a basic need of people, but also a legal obligation. No other region in the country spends a billion on paying for 1,000 beds and developing services outside its territory. These are head-on priorities and development is needed here in Prague to make up for this unfortunate legacy, ”says Milena Johnová, Councilor for Social Policy and Health.

Therefore, Prague is currently addressing the emergence of new capacities of community social care services directly in the metropolis. The essence of the part of social services provided by NGOs, if it is difficult for various reasons to provide financial support for the launch of services. The city’s financing tools are mainly lacking for the preparation of services before its inclusion in the regional network of services, which hampers capacity development.
The purpose of cooperation with the Abakus Endowment Fund is therefore to enable the involvement of the agreed volume of financial resources of the Endowment Fund by social service providers from non-profit organizations that are ready to cooperate with the capital to create new community services. The endowment fund will provide financial resources to the organization in the form of a foundation contribution agreement intended to cover pre-determined eligible costs that will be incurred during the preparatory phase. For example, it should be a lease of premises for the provision of services, equipment, recruitment and training of staff and other activities necessary to create new services.
In the introductory part of the project, the Abakus Endowment Fund will distribute 2.5 million crowns among 4 service providers, which will enable about 20 people with disabilities to enter independent living. “We must always support solutions that can bring about systemic change and really help. The social health area has been supporting us for a long time and I believe that the resources of our family endowment fund together with the professional work of non-profit organizations and an enlightened public sector approach can bring lasting changes for better, in this case higher quality and easier availability of important social services in Prague, “adds Pavel Baudiš, co-founder of Abakus and Avast.
