With the amendment tabled to the draft law of the Ministry of Shipping and Island Policy, Extraordinary aid is introduced for the financial strengthening of the livestock production in the island area, according to the rules of state aid, with first application in Crete and its extension to other island regions, regions with cognitive complexes and coastal areas. This aid is provided, through the compensation of part of the observed increase in the cost of feed supply, in fulfillment of the specific development objectives set by the National Strategy for Integrated Maritime Policy in the Island Area.

Explanatory Memorandum

The evaluated regulation addresses the need for extraordinary support of the livestock production in the island of Greece, which is affected due to the significant increases in the cost of tickets.
The significant increase in costs in the basic years of feed materials, ie in feed, which has been observed since 2021, has huge changes in the final cost of production of milk and meat, resulting in a critical reduction in income mainly . and the threat to the viability of the primary livestock sector, problems that are particularly acute in the island regions of the country due to transport costs.

1. Extraordinary aid is introduced for the economic strengthening of the livestock production in the mainland, according to the rules of state aid, with the first application in Crete and its extension to the other cognitive regions, the regions with cognitive complexes and the coastal areas, the which are defined in article 3 of law 4832/2021 (A ‘172), through the compensation of part of the observed increase of the cost of the supply of feed, in fulfillment of the specific public policy development objectives set in the National Strategy for the Integrated Maritime Policy in the Island Space.

2. The General Secretariat of the Aegean and Island Policy is designated as the competent body for the implementation of the measure of par. 1. The cost of the above aid is borne by the national or co-financed part of the Public Investment Program of the Ministry of Shipping and Island Policy, within its respective annual limits and within the budget of the Sectoral Development Program of the Ministry of Shipping and Naval Policy.

Beneficiaries of the special aid are mainly the cattle breeders and the development measure with the development of a special information system, which is accessible through the Single Digital Portal of the Public Administration (gov.gr-EDP).

4. The aid is not subject to any tax, fee, levy or other withholding in favor of the State, is inalienable and unsecured in the hands of the State or third parties, in derogation of any other contrary general or special provision, is not bound and offset by certified debts to. the State, legal entities under public law (n.p.d.d.), local authorities (local authorities) and their legal entities, insurance funds and credit institutions, except with the declaration of. beneficiary, and is not calculated on the income threshold for the deposit of any social or welfare benefit. Beneficiaries of the aid are exempted from the obligation to provide proof of tax and insurance information for their participation in the action and the collection of the aid.

5. The joint decision of the Ministers of Shipping and Island Policy, Finance, Development and Investment, Digital Governance and Rural Development and Food shall specify the start time, duration, scope of the measure, the responsibilities of the implementing body and the type of implementation. feed. , the cost of the grants, the inclusion criteria of the aid beneficiaries, the ceiling, the parameters and the method of calculating the aid for each beneficiary, the terms and documents of the aid and the payment procedure of the beneficiaries, as well as any necessary, technical or other detail concerning its implementation.
