Contacted, the prefecture of Seine-Martime confirms: “Office 61 of the city of Rouen is the polling station with derogatory attachment established, in application of thearticle R40-1 of the electoral code. It is therefore the people detained and on leave on an election Sunday, who can vote directly there. This was the case that Sunday for one voter, and only one.
A different system for the legislative elections
The prefecture adds: “For the presidential election, detainees can, at their request and regardless of their municipality of registration on the electoral lists, vote by correspondence in a sealed envelope for the presidential election. All the ballot papers of detainees admitted to vote by mail in a sealed envelope are centralized in a single national polling station, with an electoral commission set up for this purpose at the Ministry of Justice, which proceeds to the counting on Sunday 10 and April 24, 2022.” Understand that the supposed “abstainers” of polling station 61 in Rouen are not necessarily abstainers, since they have had the possibility, since Good News, of voting by post, and will in fact be refused among the voters.
