Městský developer 2022: almost 10 projects planned by Prague will acquire an architectural form

The Prague Development Company (PDS) is progressing in the preparation of its urban rental housing projects. Thanks to tenders and architectural competitions, which PDS gradually announces, I will get almost 10 projects in architectural form, and after processing the project documentation, it will be possible to initiate administrative proceedings in order to obtain a zoning decision, event. in some cases a building permit. This year, PDS will continue to coordinate the preparation of 3 large areas (Dolní Počernice, Palmovka and Nové Dvory), where not only the construction of apartment buildings is planned, but also new local centers. The entire portfolio of lands that were entrusted to PDS by the capital m in Prague for management, in the middle of 2022 will be market valued according to international standards RICS *.
“In the past year and a half, PDS has actively taken over the management of the entrusted real estate portfolio. She had all the lands valued on the market to find out their current value. With regard to the parameters of the Territorial and Metropolitan Plan, it prepared economic calculations of projects, which were approved by the City Council on the recommendation of the Investment Expert Committee of the DSO. m of Prague. Individual projects will move to the next phase of their preparation this year, when they will acquire an architectural form. We are announcing open tenders and architectural competitions so that new urban construction will bring, among other things, high-quality contemporary architecture to the given locality. Thanks to a coordinated approach to the preparation of large areas in Palmovka, Nové Dvory and Dolní Počernice, we will create new local centers with apartments, shops, services, school and leisure facilities as quality public space, “says Petr Hlaváček, Deputy Mayor. m of Prague for territorial development.

All tenders and architectural competitions announced by PDS are governed by the principles of responsible public procurement, which include the Policy of Architecture and Building Culture of the Czech Republic (MMR, 2015), Davo Declaration (2018) and Investor Assignment for Urban Housing (IPR + PDS, 2020).
The results of the tenders will be published gradually in Q2 to Q3 2022. The results of the architectural competitions will be announced in Q3 to Q4 2022.
“After the completion of architectural competitions and tenders, we anticipate that we will work with future project suppliers to continue the implementation of other project phases in accordance with the set strategy of project preparation and implementation,” says Petr Urbánek, director of PDS.
Large developing areas, PDS development manages or coordinates:
Dolní Počernice (area: 129,000 m2, the construction of the local center and about 800 apartments is expected)
PDS is preparing the so-called main plan, ie the basis for the development of the entire territory, on which the subsequent project preparation of individual stages will be based. This is a project unique in its scope and form, because the city’s rental housing will be mostly in terraced houses. PDS pays great attention to the environmental standards of the project.
Nové Dvory (area: 150,000 m2, the construction of the local center and about 2,000 apartments is expected)
In Nové Dvůr, the background study for the change of the zoning plan was publicly discussed in February 2022, which will go through a comment procedure in the first half of the year. The study and the initiative to change the zoning plan was initiated by the city itself as the majority of its own land, knowing that in the future metro station Nové Dvory it is necessary to adequately use the economic and development potential that this location offers. Due to the amount of investment in new metro lines, it is necessary to look comprehensively at the development of this locality and plan as a full-fledged center with a significant share of services, administration, culture, sports and education and of course with key housing functions. We estimate that in the horizon of 15 years, up to 2,300 city flats could be built here.
Palmovka (area: 102,000 m2, the construction of the local center and approx. 2,300 flats is expected)
The Palmovka zoning study underwent a public hearing in January 2022, and after settling the comments, it will be further discussed and settled so that it becomes the basis for a change in the zoning plan. Within the locality, PDS successfully cooperates with the Faculty of Architecture of the Czech Technical University. Together with Professor Michal Kohout, a model of the whole so-called pentagon was created, which is based on the concept of the study in the Palmovka area and which shows both the potential of this locality for the city as the majority landowner and the wider urban context. This Palmovka model will be exhibited as part of the presentation of the city of Prague at the MIPIM international trade fair (3/2022, Cannes, France) and will also be available from the end in the PDS premises.
Market valuation of land:
In the middle of 2022, a regular annual update of the market valuation of the land portfolio, which was handed over to PDS for management, will be prepared.
