A development strategy of HUF 1,000 billion was developed in Debrecen

The settlements of Hajdú-Bihar county and Debrecen are planning future developments along common goals.
As VFS also accounts for HUF 43 billion from TOP Plus for Debrecen, the county president also said a few words about the program. “We have allocated a total of HUF 116 billion, of which HUF 43 billion will go to Debrecen for sustainable urban development,” he said.
In the Integrated Territorial Program (ITP), until January 14, the treasury received 149 applications from the county, which are being evaluated. Zoltán Pajna informed that the settlements had already submitted more than HUF 46 billion in applications from the county’s HUF 73 billion budget. More than 30 billion forints were received for the competitive county, 7.1 billion for the climate-friendly county, and HUF 8.7 billion for the caring county. The county government wants to conduct the decision-making process and conclude sponsorship agreements by the end of March.
László Papp, the mayor of Debrecen, said in connection with the VFS that the goal of touching on developments in all parts of the city plays an extremely important role in the elaboration.

He underlined.
Although the mayor mentioned that the city of Cívis will play a role in the county development strategy by creating a sustainable urban development strategy in the 2021-27 EU cycle, the VFS extends beyond this period: the opportunities of TOP Plus, the development strategy of D2030 and other applications, other Domestic own resources are also included and included. He emphasized that we are talking about a development strategy of one thousand billion forints, which is the focus of Debrecen, which is striving for a new role. Not only do they want to take on the role of Debrecen, but they can also take on the role of a key Central European and even European city in this development region strategy.
He recalled that the preparation and creation of the necessary working groups started in 2020, and five main thematic areas were identified: the first is the prosperous city working group, the second is the greening city, the third is the digital city, and the fourth is the retaining city. here the emphasis is on its institutional development – and the fifth is the service city, where work is being done on the development of utilities and transport infrastructure.
“One of the most important goals of the sustainable urban development strategy is that the development processes of Debrecen, which is seeking a new role, can be combined in such a way that it can guarantee the balance of different development areas,” he underlined.
László Papp explained that the most important goals of the next period are: further development of the city’s external and internal transport system; strengthening an internationally competitive economy; creating an environment that adapts to the modern economy; the development of residential areas and the implementation of related infrastructure investments. The development of a healthy, green, value-preserving urban environment and urban management highlighted the Civaqua program, the first phase of which could start in March.
Zoltán Bács, Chancellor of the University of Debrecen, talks about the complex and coordinated planning work with the county and the city in recent years. “We would like the university to complement the goals of the city, the county and the region in a way that complements its programs as a sustainable and service university even after the change of model,” he stated. He realized that in the development strategy of the university, a marked development program has emerged in the last 4 and the next 8 years, which aims at a development exceeding 400 billion forints. It is grouped around three themes: education, health and innovation, and economic development. – Half of these targets are for health, 30% for education and 20% for innovation. Some of them already have a government decision and resources, such as the developments related to the automotive center in Debrecen, he announced. In connection with education, the Chancellor covered the utilities developments on the University Square, the clinical campus and the Böszörményi út campus, but he also mentioned several other elements, such as the exterior and interior renovation of the university’s main building.
Regarding health care, among other things, he talked about the hope that radiation therapy was developed this year, but I would also like to introduce robot surgery this year. They have won funding to set up a child emergency center and want to improve the conditions for artificial insemination. – We have set up a block hospital, we will create a facility that includes all the surgical professions, and we also want to concentrate outpatient care. We are in the planning stages of this, not even the location has been decided, but we see that this will be needed in the next ten years, he said.
Economic development innovation is linked to the university industrial park, where the development program of the National Vaccine Factory runs. The chancellor said, among other things, I would like to build a pharmacy faculty building in the innovation center in the existing center, along with a central plant, the sources of which are already available. They also want to set up an environmental isotope laboratory, but have other large-scale plans, such as an investment in an innovative training hotel and classroom on the site of the former Park Hotel, which will also reflect the shortage of manpower in tourism.
