Davide S., Giovanni B. and Antonio S. work in the same Italian restaurant in Zurich. And they have something else in common: they were all fined 200 francs by the canton of Zurich – unfairly.
This is what happened: the men traveled to their families in southern Italy over the Christmas period. They had previously had themselves vaccinated twice in Switzerland. For the return journey at the beginning of January, she had to present a negative test and upload an entry form to the BAG. The three did it properly.
SMS for upload does not arrive
Back in Switzerland, she causes an additional mail message from the canton of Zurich. The cantonal contact tracing asks the young chefs to load the test certificate from Italy on their web portal. They wanted to do it quickly, but nothing came of it. A technical problem caused Antonio S. to create: “I try several times, but there was always an error message.” He sought help from the hotline, but no one answered. And the other two men also fail when uploading. None of them received the necessary SMS to complete the process. They believe it and were not wanted a few days later when a fine was in the mailbox. 200 francs for not submitting the test results.
Canton of Zurich: No warning, but a direct fine
“Kassensturz” knows that the three are not the only ones. Employees of the BAG hotline for questions about entry report “Kassensturz” that numerous people affected from the canton of Zurich have called because of technical problems with the upload and because of the subsequent buses. Inquiries were also received by the ombudsman of the Canton of Zurich. Particularly annoying: the canton of Zurich issues fines without first sending a reminder. A “Kassensturz” survey of large Swiss cantons shows that there is another way. The cantons of Aargau, Basel-Stadt, Basel-Landschaft, Graubünden, Lucerne and Solothurn first sent a reminder if the submission did not work at first attempt.
The Health Department of the Canton of Zurich writes “Kassensturz”: “As a service, the Canton of Zurich reminds those entering the country via SMS and e-mail of their corresponding obligations under the national epidemic law. Anyone who still fails to comply with these obligations will receive a proper fine.”
The Health Directorate does not answer why there is no warning first before fines are paid. She writes at the request of “Kassensturz”:
“However, these fines will be waived for the lack of proof of a COVID test upon entry if the fines provide proof of the test submission afterwards.” Good news for the three chefs. You don’t have to pay the fines now.
