Near Toulouse. More than 700 homes will come out of the ground: the project is controversial

The Ferro-Lèbres Concerted Development Zone (ZAC), located in the eastern part of Tournefeuille, west of Toulouse, enters into operational phaseat the start of 2022. The challenges are multiple.
Around 700 accommodations
It’s been 14 years now that the community wants the establishment of this ZAC, on about 13 hectares. Today, the space is a wasteland accompanied by suburban-type dwellings.
The ZAC is an urban planning project which includes, in particular, the creation of a district of approximately 700 dwellings. Social rental housing will represent 40%, and home ownership, 10%.
In Tournefeuille, we have 18% social housing. We are not quite, yet, at the 25% of the SRU law (solidarity and urban renewal). The metropolis has always fixed, in projects of this nature, a minimum of 35% of social housing, this is a figure registered in the PLUIH (Local Plan of Intermunicipal Urbanism and Habitat). And in Tournefeuille, we also have a need and requests for home ownership.
The question of attractiveness is obviously essential: “today, the context is a very significant increase in market prices and private housing, note the mayor. If we don’t pay attention to the price of housing, it will be difficult to be attractive to young families”.
How many additional residents?
Is it possible to estimate the number of additional inhabitants that the arrival of this ZAC will involve? ” It’s hard to tell, replies Thierry Grall, chief of staff to the mayor. It depends on the type of accommodation. »
This number of housing units provided in the area has also increased since 2008. “Demand has evolved, we are on requests for small accommodation. Before, what meant that we had less housing was that we made bigger ones. The first aedile engaged.
The request has nothing to do with that of 2008, when the ZAC was created. We can clearly see that there is a residential path that is being organised: when you are a young person starting out in professional life, you look for a small accommodation, then a bigger one when you go into a relationship… Tournefeuille’s suburban history does not put us in a position to respond to this request.
The architectural competitions have not yet taken place. But Thierry Grall indicates “that in front of an R+2, on will have an R+2, in front of a pavilion, on will have an R+1and R+3 and R+4 will be requested in heart of plot”.
Green spaces, equipment…
Of the 13 hectares of this ZAC, almost half will be made up of natural space. ” We will have 2.4 hectares of public green spaceand 3 private green spaces within the plots. »
One of the challenges of this ZAC is to develop these 13 hectares, which are a hollow tooth of Tournefeuille, to offer a pleasant living environment to the inhabitants who will come to live there, and more broadly, to offer quality public services. It is a beautiful project, balanced, which preserves natural green and wooded spaces, and with relatively large public spaces.
UN school group of 4,250m², a crib of 800m² and a community Center of more than 500m² will also be there.
Regarding the schedule, “we are in this operational phase, on one of the stages to be cleared before entering the project management competitions, to go into production”, specifies the mayor, who insists that ” the school can be created and installed as quickly as possible “.
“Too high a density”, according to the opposition
In Tournefeuille, voices are raised against the project. Opposition municipal councilor at the town hall, Laurent Soulié displays his skepticism. “It’s too important. Wanting to put 750 housing units on an area of 13 hectares, even fitted out, for us, it’s too dense…”
Too much social housing?
However, the opposition praises Tournefeuille’s desire to “contribute to the development and construction of housing on the territory of the metropolis, we are totally in favor of it, it is a very good measure”. But one parameter irritates him.
“We start with 750 housing units created in a fairly concentrated area. We have also forced the percentage of social housing to 50% instead of 35. We think that when we impose such a large share of social housing in a together, we take the risk of creating a kind of ghetto. It’s not social diversity when we concentrate so many people with low incomes or at the bottom of the social scale in the same place…”
Laurent Soulié also regrets “that no equipment” is provided for in the project. “We are going to build a school and a crèche, but there is no gymnasium, for example. Children, to play sports, will have to take a school bus for 1 hour or 2 of sports…”
The spring meeting is taken, for the opposition. “There are plenty of aspects that can be tackled in this ZAC. For all that is local service, trade, there is nothing in the area. It’s unfortunate so much population is concentrated in an area with so few services. »
