Pirates rule here. Passage through Prague, which was not very visible

Sugar Mizzy January 22, 2022

The ice sports complex, which is being built at the Ke Kateřinkám primary school in Prague 11, should be completed at the end of October 2022, Pražská drbna wrote in August 2021. The sports ground that builds the Syner company should cost 194 million crowns. He told the main project manager Karel Kubeška. The project is in charge of the joint-stock company AR Delta, whose shareholders are the company AR Delta and the city district of Prague 11. Exactly half. The activities of AR Delta have been supervised by an eight-member board of directors since the establishment of the joint-stock company. Four members of the ODS and ANO left it this year, which is spicy, because they are still members of the ruling coalition of the city district. The last time it was was Martin Sedeke from the ODS, who is also the deputy mayor of Prague 11. The city district now represents only one member of the board, nominated by individual coalition parties. This is Petr prenosil, who was appointed to the board of directors by the Pirates district.

According to Vančová, he started ALS preparations private investor in 2014. Construction work began in early 2019, with the assumption that the construction will cost about 120 million crowns and will be completed in mid-2020. Subsequently, AR Delta offered to participate in the capital project. This did not become a direct partner of the project, and the eleventh city district was held until the complex was built. Prague 11 thus became a shareholder in a company in which it had a half share last year.

According to Kubeška, Syner became the builder of the Ice Sports Complex after winning a tender organized by a specialized company in 2018. According to him, the company won the competition thanks to the lowest price and the best references.

A private investor, AR Delta, started preparing ALS in 2014. Construction work began in early 2019 with the assumption that the construction will cost about 120 million crowns and will be completed in mid-2020. The private investor, AR Delta, at its own expense about for 6.5 million crowns he built an outdoor sports ground, which was previously used by the primary school. According to Kubeška, there are three multifunctional playgrounds and a running track.

The ice sports complex should be used by schoolchildren and the public, but it should also be intended for organized sports activities. According to the plans, the sports ground was to be used by about 170,000 people a year. In the larger hall there should be an ice rink for public skating or hockey. Four curling lanes are designed in the smaller hall. There will be changing rooms and a gym in the middle section, and a restaurant. At least that was the plan, as Prague Gossip wrote less than a year ago. But since then, things have been different.

On his Facebook, the pirate representative Ladislav Kos Jr. drew attention to the whole affair on January 9, 2022: shares with rights of 50 to 50 (municipality x investor) were invented in 2019 by the coalition Pirates, TOP 09 / STAN, ODS, YES. The last two parties from the project in 21 preferred to escape. The council is now responsible and that’s fine. The disintegrated Council no longer has the right (taken by the ZMČ in September 21) to decide on the matter and, due to its internal argument, to harm the interests of the Prague 11 City District. . Prague 11 must now behave above all economically, the completion of the complex is not the only and cheapest solution. And do you know how it might turn out? The head is stuck in the sand and the January council prefers not to convene. It was supposed to be January 20th (ie this Thursday – editor’s note). He won’t show up, the council has not been convened by the mayor.

Another pirate councilor, Martin Muzikant, sharply opposed Kosovo on his Facebook: Not only is the investment of the City District of Prague 11 endangered, the completion of the construction as such is not certain, but mainly compensation for all damages caused by the ZMČ decision will probably be demanded. It now depends on how the representatives concerned will behave in the coming months. Personally, I am fully behind the completion of the construction, as agreed. The people, and especially our children, in the South City deserve an ice rink! ”

And what about the only remaining representative of the district on the board of directors, its chairman, Petr Převil? So he kind of ‘pushes’, it seems that he ‘kicks’ for the developer rather than the district, see for yourself:

Representatives of Prague 11 did not agree on the procedure to the Ice Sports Complex, ČTK wrote on October 22, 2021, stating that the representatives of the 11th Prague city district disagreed. In September, the Prague 11 City Council approved a resolution on the revision of the city’s ownership interest in the project. City Hall now owns half the shares of the company that builds the sports grounds. ALS, which is to house an ice rink and curling lanes, is currently being built at Ke Kateřinkám Elementary Schools.

At their meeting, the deputies only approved a resolution on the ALS, stating that ‘there is still interest in building and subsequently operating the ALS’. At the same time, the deputies discussed the construction of the sports ground and the AR Delta for several hours. Opposition deputies Jiří Štyler (Movement for Prague 11-HPP11) and Ladislav Kos st. (HPP11). However, their proposals were not approved by the council. The proposal of the Mayor of Prague 11, Jiří Dohnal (Pirates), Deputy Mayor Martin Sedek (ODS) and the deputy and chairman of the ANO club in Prague 11, Martin Horák (ANO), did not receive sufficient support either. According to their draft resolution, Prague 11 should sell its stake for at least 40 million. The city districts would thus return the money invested in the construction of the sports ground, as Pirates stated on their website on Wednesday. The sale of the share was conditioned by the authors of the draft resolution, among other things, so that pupils from schools established by Prague 11 could use the ice rink in ALS, according to ČTK.

Coincidentally, Ladislav Kos Sr., senator, deputy for the Prague 11 Movement, and the father of the pirate Kos Jr. He writes: “Pirates are nervous. There is a hole of CZK 270 million in the prepared budget for 2022; Resolving this situation by not announcing the planned council on January 20 is only an admission of dilettantism and helplessness. And as for the shouts about the HPP11 coalition with anyone, then know, Mr. Martin Muzikante, that the coalition of pirates, YES, ODS and TOPSTAN still exists. Representatives of all these parties are in the City Council. “

Ondřej Prokop, a representative for YES, delivered it on his Facebook page on November 24, 2021, where he summarizes: “The ALS construction project is accompanied by a lot of disappointments, repeated non-compliance with agreements and contractual arrangements by the project partner. Mutual trust has been broken, and that cannot be taken back. For this reason, as representatives of the YES movement, we mostly rejected the offer of ALS Investors, as to buy 30% of the shares of the Prague 11 district in AR DELTA, as In practice, this would mean that Prague 11 would recover only part of the money already invested. will participate in the construction of the complex. We have long been pushing for the city district to withdraw from this unfortunate project. City Hall should try to get the money it put into the project. Another big problem comes at the beginning of January. The last, repeatedly postponed, deadline for the approval of the arena expires. At the moment, we all know for sure that on January 1, 2022, the Ice Sports Complex will not be approved and the deadline will not be met again. We therefore call on the mayor of the Prague 11 district, Jiří Dohnal (Pirates), to urgently start resolving the situation. We asked for a council to be convened to discuss the unfortunate project. However, the mayor did not convene the council and does not comment on the situation. As representatives for YES, we are ready to support such an offer of ALS Investors, as, which will include the exchange of a 50% stake in the City of Prague 11 in AR DELTA, as, for a so-called “control action”, at a contractual price of CZK 35 million. The ownership of the “control share” will not establish the claims of the city district for financial performance against AR DELTA as, but will enable the effective promotion of the city district’s interests, especially in relation to the future use of the area for schools and the public from the South City. In our opinion, the city district should also have the right to nominate its representative to the Supervisory Board of AR DELTA as In the event that the future offer is submitted by ALS Investors, as in the above parameters, 2022. However, the condition is that the future offer and the extension of the completion date will be voted on for the deputies in one resolution, which will publicly undertake to support at least 23 deputies in advance. “

Editor Vančová on behalf of the PrahaIn.cz website addressed all discussants on social networks, namely pirates Ladislav Kose Jr., Martin Muzikant and Mayor Jiří Dohnal himself, as well as Senator and Deputy Ladislav Kose Sr. from the Movement for Prague 11 (the only one is not from the party or movement of the ruling coalition) and Ondřej Prokop from YES. Only Ondřej Prokop and Ladislav Kos Sr., who were extremely brief, answered: “I am proposing the sale of the city’s share in ALS,” PragueIN told.

On the other hand, ing. we are talking about the amount of 40 million CZK!). Given that we have a long-term suspicion of non-transparent use of our public funds, which it has invested in the company Prague 11, it is a logical procedure. A company that pays various strange advertising events, such as Children’s Day, which was misused for a pirate election campaign to the Chamber of Deputies (where candidate Jakub Michálek is suitable), or various billboards, promotional items such as clothing for board members with prints and more, and without the consent of the city district. Over time, representatives of all parties (YES, ODS, TOP 09 / STAN) except the Pirates resigned from the joint venture. Petr Převil, a pirate representative and influential adviser to Mayor Zdeněk Hřiby, continues to play in the company and, according to all available indications, does not defend the interests of the city district, but the private company in which he sits as chairman of the board. He was convicted of a lie directly at the council with an audio recording. For a long time, he did not give truth or complete information to the deputies, and he even threatened me personally before appealing to a strange meeting in the park, where I was not allowed to have a mobile phone with me. These are the reasons why we have been saying for a long time that the City of Prague 11 would remain in this strange partnership and should try to recover all its invested funds without delay. “
