Jean-Luc Moudenc welcomes the end of the crisis
It was a highly anticipated outcome in Toulouse. This Thursday morning the 4 Toulouse depots on strike voted successive resumption of work which will be effective tomorrow. “I have formally received the agreement signed by the inter-union FO, CGT, FA-FPT, FSU, Solidaires Sud and Unsa, on the latest proposals made yesterday”, assured the President of the Metropolis, Jean-Luc Moudenc, during a press conference given this Thursday at 12 noon.
“Since last December 16, the dialogue has never ceased, it has known different phases, ups and downs, and it has intensified this week, until it comes to a convergence recorded yesterday”, welcomes the ‘elected.

Convergence has been found
The social movement began after the abandonment of the finite party, following the Civil service transformation law. The stopping of the finished one would ensure a “better guarantee for the health of the agents”, underlines Jean-Luc Moudenc. He continues: “Toulouse was one of the last municipalities to maintain this practice. Its end is an important achievement for the health of agents.”
According to the mayor of the pink city, this measure contributes to a reduction in the arduousness of the trade and in the quality of the collections would be improved.
Another problem, the days of subjection, that is to say the days of rest. The challenge was to find a number of additional days to the basic days of leave, imposed by law, so as to take into account the arduousness of the profession. “The debate continued because no agreement was found for four weeks. We set limits. I said last week that it was necessary to approach the number of 11 days, as for the municipal police”, detail Jean -Luc Moudenc.
At the same time, the garbage collectors’ unions wanted to obtain 34 full days of leave in addition to the days fixed by law. The two divergent positions largely fueled the tensions and the stagnation of the conflict.

Reduction of working hours in summer
In view of the stagnation of the negotiations, the idea was to take the issue differently: “Rather than freezing ourselves, we tried to look at what are the needs of the inhabitants. This new angle of discussion allowed telephone convergence yesterday “, specifies the President of the Metropolis.
Thus, during the summer period from June to September, agents can work 5:30 a.m. per day instead of 7 a.m. According to the community, during these 10 weeks, the demand is less important. “The volume of waste decreased and staying for hours in a depot does not make sense. As a result, we have reduced the number of working hours by 5:30 a.m. during the summer period“, welcomes the elected representative on the right.
Vincent Terrail Novès, Vice-President of Toulouse Métropole in charge of waste and collection, also welcomes the end of the crisis: “The big winners are the inhabitants and professionals of the Metropolis. I salute the state of mind of the inter-union and elected officials, which allowed this convergence. “
Gradual resumption of collections
According to the mayor of the pink city, it will take “two to three weeks” to collect all waste not collected and clean up public space once the strike is over.

Our services work to identify objective emergencies. We have to see if there are targets that should intervene more quickly. The inhabitants must understand that all the trash will not all be collected tomorrow. Collections will resume with the usual routes. As there is more garbage to collect, the trucks will have to return to the depot and to the incinerator more often than usual “says Jean-Luc Moudenc
According to community estimates, and despite the difficulty in accurately assessing the tonnage of waste, a differential of 2,500 to 3,000 tonnes of waste was recorded between December 2020 and December 2021.
