The European Union has estimated at € 290 billion its claims against Russia for illegal discrimination of European goods. This is reported by the newspaper “News” with reference to the text of the EU complaint.
The European Union has applied to the World Trade Organization (WTO). The EU claims are related to three measures related to the import substitution policy of Russia.
They called the first “discriminatory assessment of applications for public procurement.” The European regulator ensures that unjustified companies used with the help of our companies receive unjustified bids in tenders with a price understated by 15-30%. At the same time, these enterprises receive the full amount for their work, we are confident in the EU.
The second “discriminatory” measure, they consider preliminary permits for the purchase of engineering products abroad.
Also, the EU was outraged by national procurement quotas. So, for almost 250 groups of goods, 90% should be domestically produced products. These “mixed restrictions and incentives” discriminate against foreign manufacturers and violate the rules of the World Trade Organization, according to the EU.
In November, the European Union asked The WTO has formed an arbitration group to consider a dispute with Russia on public procurement.
Russia joined the WTO in December 2011. In 2013, the European Union requested the WTO to convene a panel of arbitrators to deal with the regime for payment of the scrappage tax on cars in Russia – this was the first panel proceeding within the organization. Russia, however, during the organization has initiated more than 15 lawsuits, the country has been complained to this organization about a dozen times.
