UN, 20 December. / TASS /. The situation with the delivery of humanitarian aid to Idlib, where there are no mechanisms to control its distribution, is a matter of concern. First Deputy Representative of the Russian Federation to the World Organization Dmitry Polyansky made this statement at the UN Security Council on Monday.
“Our concerns concern what is happening in Idlib, which is overwhelmed by terrorists who have subjugated all spheres of people’s lives, including their free movement. – he noted.
As an example, Polyansky cited the situation with a consignment of aid delivered from Aleppo to Sarmada in the Idlib province back in August. It was possible to distribute it among the residents of Idlib only in December. “We emphasize the urgent need to consolidate OOOON specialists in international affairs in the enclave. This will help to increase confidence in the distribution mechanism,” Polyansky points out.
The Russian diplomat also drew attention to the fact that the UN militants are hindering the implementation of Security Council Resolution 25 concerning the aid line moving across the delimitation. “In six months, only two humanitarian convoys entered Idlib – only 28 trucks. At the same time, from July to November – through Bab al-Khava (checkpoint on the border of Turkey and Syria – TASS) in the zone And this does not testify to the lack of alternatives to the cross-border mechanism, to the resistance of the Idlib militants to the implementation of resolution 2585, “he said.
On July 9, the Security Council adopted a resolution to extend cross-border assistance in Syria. The document was prepared jointly by Russia, USA, Ireland and Norway. He extended the operation of the only checkpoint “Bab al-Hawa” on the border of Syria and Turkey for 12 months on condition that in six months the UN Secretary General will present a report on the work of the cross-border assistance mechanism. At the same time, Russia insisted on the need, first of all, to deliver aid through the contact lines inside Syria, and not their other countries.
