There are 30,345 municipal flats in Prague, almost two thousand less than in 2019

Prague – The capital, together with the individual town halls, owns a total of 30,345 municipal flats, which is almost two thousand less than in 2019. The reason for the decline is the continuing privatization and the slow pace of construction of municipal flats. Most of the flats are entrusted to the administration of the city district, most of them are owned by Prague 10. Of the total housing stock in Prague, the municipality and town hall own 4.5 percent of the flats. Marek Vácha, a spokesman for the Institute of Planning and Development (IPR), who analyzed the housing stock, told ČTK. Prague has long struggled with a shortage of flats and high prices.
“It is clear that despite indisputable efforts such as the establishment of the Municipal Rental Agency or the Prague Development Company and changes in the approach to housing, the municipal housing stock is still shrinking instead of increasing. which the city will provide for the necessary groups of residents for a lower rent, “said Deputy Mayor Petr Hlaváček (TOP 09).
The reason for the decline is mainly the ongoing privatization and the slow pace of urban residential construction. Between 2019 and 2021, only 60 municipal flats were newly built in Prague.
Of the total number of municipal flats, 7,265 are managed by the municipality and 23,080 flats are entrusted to city districts. There are 44 inhabitants per apartment. According to the IPR analysis, Prague 10 manages the most flats in the city districts, namely 3203. Prague 2 has the second highest number, 3,021 flats, and Prague 3 has over two thousand flats and more than a thousand other five city districts. On the contrary, some small parts of the city, namely Koloděje, Královice, Libuš, Lipence and Újezd, do not have any.
The analysis also shows that 9.1 percent of flats managed by city districts are unoccupied, which is most often due to their reconstruction. The problem is bad proof of the reasons for renting, when in 74.5 percent of flats it is not clear on what basis the tenant uses the flat. In flats managed by the municipality, this was 56 percent of cases. Municipal flats are more used by residents who are socially weaker or belong to a group of key professions such as teachers, firefighters and nurses.
Years ago, the municipality established an affordable housing development fund, into which it invests money. In recent years, according to the chairman of the Municipal Housing Committee Pavel Zelenka (Prague Sobě), three out of three money has been added for the construction of more than 300 new flats and paid for the repair of almost 400 flats, which were in poor technical condition.
City rental flats serve people in social need, seniors, single mothers, people with disabilities or members of key professions for the city. According to an analysis by KPMG in 2018, 194,000 flats became the property of Prague after 1991, but the city fund has been declining since then due to privatization. The Prague management is therefore planning, among other things, cooperative construction.
