Building permits in Toulouse: a new method to speed up
Reelected president of real estate developers, Stéphane Aubay yesterday presented a new method to accelerate building permits.
New mandate, new ambitions. Reelected at the head of the federation of real estate developers (FPI) Toulouse Occitanie, Stéphane Aubay wants to advance on the difficulties to obtain building permits. While the construction of new housing has darkened, the founder of the developer GreenCity is bringing with his federation the overhaul of the so-called pre-project procedure. During a housing construction project, a not very detailed preliminary project was submitted to the town planning of the town hall of Toulouse by the promoter.
From January 2022, he may also decide to provide a much more elaborate project and defend the elected representative in charge of town planning. “It’s more investment because it will be necessary to produce a more successful project, but it can save precious time or better explain your project” hopes Stéphane Aubay. An approach which was also supported by Jean-Luc Moudenc, the mayor of Toulouse.
The new housing fair relaunched in 2022
At the head of the FPI, he is now supported by Elodie Galko of Groupe Duval who becomes the 1st vice-president. One or two vice-president positions will be created in the coming weeks to strengthen the office which already includes Laëtitia Vidal (Pierre Passion) and Patrick Saint Agne. The FPI has gone from 45 to 52 members and will relaunch its new real estate fair already scheduled at the Toulouse Stadium from March 11 to 13, 2022. It was held in 2020 just before confinement but not in 2021. “The” The 2022 edition is already full with 35 to 40 stands and will allow us to renew contacts with customers distressed because of the Covid, ”said Laëtitia Vidal.
Renovated golden pyramids
In addition, the FPI will renovate its annual competition of the Golden Pyramids which rewards the most successful constructions in Toulouse. If time permits, the new version could see the light of day in 2022 if not a year later. Until then, Stéphane Aubay will try to convince elected officials that the new PLUiH must exceed the threshold of 7,000 housing units to be built per year (including 3,500 in Toulouse) in order to be able to accommodate the 15,000 new inhabitants per year.

Stéphane Aubay is therefore re-elected for a second term of three years at the head of the Federation of real estate developers Toulouse Occitanie. It brings together 52 promoter members who represent 9,000 housing units built by and 18,000 jobs in the building sector. Aged 52, Stéphane Aubay is an engineer by training and president of GreenCity Immobilier which he created in 2011 and which builds around a thousand homes per year.
His career began in 1993 when he joined the Monné-Decroix group. In 2004, he was appointed CEO of Monné-Decroix and simultaneously joined the management board of the holding company. In 2007, Robert Monné sold the group to Crédit Agricole Immobilier. Stéphane Aubay retains his position of Managing Director. In 2011, Stéphane Aubay left Crédit Agricole Immobilier and created GreenCity Immoblier. Today GreenCity Immobilier employs 135 people spread across Toulouse, Paris and Annecy and generates € 360 million in turnover in 2021.
