The anti-noise radar will soon land in Toulouse: here is where the device will be tested

To fight against noise pollution, the City of Toulouse is about to experience the noise reduction radar. These radars of a new kind will have the mission of calculate the sound volume of vehicles which will pass under their noses.
Two wheels and vehicles that are too noisy will thus be tracked down, which can cause nuisances that are difficult for residents to live with on a daily basis. With a main target: vehicles with deliberately tampered with.
A new device
“We have decided to equip ourselves with an anti-noise radar. It is a new technique which makes it possible to capture noise, to determine its origin, a two-wheeler or a motorist, by an information transmission system. And thanks to our CCTV cameras, we will be able to intervene on offenders ”, indicated to Toulouse news the mayor of Toulouse, Jean-Luc Moudenc, few months ago.
The file will be better in the municipal council, Friday December 10, 2021, in order to to enter the start of this experiment.
Connected to CCTV cameras
How does this new radar work? It’s about a device with five microphones and a 360-degree camera which captures the level of decibels emitted nearby and its origin, the “acoustic trace”.
The anti-noise radar sensors are, in fact, connections to cameras and video surveillance center, to help identify vehicles that are too noisy. The goal is to be able to capture the noise and take a picture of the vehicle causing the noise disturbance.
This experiment is made possible by an amendment to the LOM law (mobility orientation law), voted in 2019. The Ministry of Ecological Transition has selected several pilot towns, including Toulouse (but also Paris, Nantes, Bron, Nice, Rueil-Malmaison, Villeneuve-le-Roi, Saint-Lambert and Saint-Forget).
A two-phase experiment
According to the deliberation that was able to consult Toulouse news, this experiment should make it possible to:
- “Confirm the feasibility of these automatic checks”
- “Define or the applicable sound emission levels”
- “Allow specialized manufacturers to submit an application for approval of their legal metrology solutions”.
An experiment that is articulated in two phases:
- firstly, “road tests in real conditions without statement of offense, for a period not exceeding six months ”.
- secondly, “an experiment in real conditions with statement of offenses in support of approved devices, for a period not exceeding six months ”.
No verbalization for the moment
If the device should be installed soon, it will not generate verbalization (the amount of the potential amendment has not yet been defined by the State, editor’s note) during the experimentation phase, which must above all make it possible to assess the effectiveness of the device, which must be able to identify troublemakers with precision.
If validated, the official commissioning of these anti-noise radars should not begin that at the end of 2022, or even more likely in 2023.
Two sites chosen for the experiment
In Toulouse, a privileged site and a secondary site were chosen for the implementation of the two phases of the experiment.
This anti-noise radar will be installed on a lighting pole located Louis Plana Street (section comprising between rue Arthur Legoust and chemin de Heredia). It will therefore be the main site for this experiment.
However, another can be equipped in the event of technical difficulty related to the experiment, to the local context, or at a simple request from the Mayor, in particular with a view to the implementation of the second phase of the experiment). In this case, an anti-noise radar would then be installed at the road to Agde (section comprising between avenue Macel Doret and avenue du Président Doumergue).
During the city council meeting on Friday, December 10, 2021, elected officials will monitor the implementation of the experimental device. At this hour, no installation date is communicated but the start of this experiment should come quickly.
