In fact, the US withdrew from the JCPOA on May 8, 2018, with a move deemed illegitimate and universally condemned. According to the consensus, this illegal behavior by the United States demonstrates a total disregard for international law and the UN Charter, undermines multilateralism and poses a serious threat to peace and security between nations. Despite the formation of a new government in the United States, unilateral and illegitimate sanctions are not only firmly in place, but the policy of imposing sanctions on Iran remains unaltered. It is clear that these measures adopted by the United States aim at preventing Iran and the countries participating in the JCPOA, as well as other members of the international community, to enjoy the rights and benefits provided for by the nuclear agreement and United Nations Security Council Resolution 2231. Unfortunately, the governments of the three European countries present in the JCPOA, while considering the US choice illegitimate and unacceptable, have in practice supported the American positions, through their silence and inaction. The deployment of the three European countries in the JCPOA, in favor of the devastating measures imposed by the US, has effectively voided the nuclear deal, as it eliminates any economic advantage for Iran.
this is the bitter reality of recent years which, it is hoped, will brighten the path towards the introduction of future proposals. In continuing on Trump’s disastrous path, the current US administration has raised a crucial question, namely whether or not the US government really intends to fulfill its obligations and abandon the failed policies of the past. It does not seem difficult to find an answer to this question, just look at the conduct taken by the American government in recent months. However, no one can question Iran’s seriousness and good will in respecting its commitments. After the illicit withdrawal of the United States and the imposition of sanctions, Iran abstained, in good faith, from any retaliation or against. Furthermore, accepting the request of the other members of the JCPOA, and of the European Union as coordinator of the nuclear agreement, Iran has chosen not to suspend the commitments made with the JCPOA, in order to give the other members of the JCPOA the possibility to remedy the negative impact of the American withdrawal.
However, given the persistence of this non-constructive state of affairs, and after a year of strategic patience, in the face of the tightening of American sanctions and the non-compliance with the contracts of the three European member countries, Iran was left with no choice but to assert the rights, as set out in paragraphs 26 and 36 of the JCPOA and suspension, its partial and step by step, the fulfillment of its rights starting from 8 May 2019. Not having ascertained any in the current state of affairs, in the absence also measures of contrast by J on the part of the main members of the CPOA, and considering the deplorable events, the passatoranian parliament passed, on December 2, 2020, the law of the strategic action plan for the lifting of sanctions and the protection of the interests of the Iranian nation. This law obliges the government of Iran to suspend any fulfillment of obligations freely undertaken under the JCPOA, unless the counterparties to the agreement are willing to comply concretely and concretely with their commitments.
The Islamic Republic of Iran, despite the failure of Western countries to fulfill the commitments undertaken in the JCPOA, is ready once again, and in good faith, to undertake effective negotiations to sign a “good agreement” with the P4 + 1. The Islamic Republic of Iran assures the utmost seriousness and determination, and all the good will to reach a satisfactory agreement in Vienna. In this process, it must never be forgotten that the main responsibility for the current situation must be added to the United States. For the past four years, the US government has done everything possible to dismantle the nuclear deal, while Iran has made every effort to keep it alive. During the six rounds of negotiations undertaken so far, it has become clear to Iran that the United States has not really understood that in order to return to the JCPOA it is necessary to remove, in a concrete and documentable way, all the sanctions imposed on Iran after leaving the United States. . United Nations Security Council Resolution 2231 calls upon member states to take all necessary measures for the implementation of the JCPOA, interventions in line with the plan established by the JCPOA and this decision, refraining from taking initiatives that could jeopardize the ‘execution of the commitments within the terms established by the JCPOA, The main objective of the next talks will be the full and concrete execution of the measures established by the JCPOA and the normalization of commercial relations and cooperation economic with Iran. It is clear that to re-enter the JCPOA, Iran will benefit from the removal of all consequences.
Iran is ready to suspend the implementation of countermeasures if, in addition to the guarantees, an estimate of the damages suffered and the lifting of all sanctions are ensured, in a concrete and verifiable way. The likely return of the United States to the nuclear deal certainly makes no sense, unless guarantees are offered to avert a repetition of the dramatic experiences of the past, and Iran’s trading partners cannot peacefully reconnect their long-term economic ties with Iran, without having to fear retaliation. It is clear that in the course of future negotiations Iran will not be willing to award after the JCPOA deadline. Furthermore, the Islamic Republic of Iran will not enter into the merits of contents that go beyond those strictly pertinent to the nuclear deal. I would like to reiterate once again that this opportunity is not a window destined to remain open indefinitely, and I will invite the United States and the three European countries to take note of it. The Islamic Republic of Iran has made determined and proactive diplomatic efforts to eliminate oppressive US sanctions, and to this end, it has studied an effective system to neutralize these sanctions, in line with its sustainable economic development program. Without a shadow of a doubt, Tehran confirms its commitment to promoting and protecting the achievements of its nuclear research and civilian nuclear industry, and unwilling to give up its peaceful nuclear program. Tehran does not intend to abandon its broader growth plan, in industry and commerce, as well as in the maritime and space sectors, defense, science and technology, nor to put limits on its economic progress. A possible agreement, if all the parties involved demonstrate their firm political will in practice. Despite the West’s failed promises and distrust of the White House’s non-constructive positions and policies, the Islamic Republic of Iran confirms its commitment to “real determination” and “good faith” at the negotiating table in Vienna, at the aim to reach a “good” agreement, sustainable, concrete and verifiable, in exchange for the withdrawal of sanctions.
