The duo of advisor Philippe Chamosset and Anthony Granger were both “L’Invité.e H2O” on Sunday November 28th. Community and municipal councilors of Annecy, they are members of the Annecy Ensemble group. The opportunity for the two elected officials to return to their political group, the appeal of municipal elections, the cyber-attack were not victims of the services of the city of Annecy, the new formula of the Christmas market, but also the question of Tram and BHNS (High Service Level Bus).
Annecy Ensemble, “A firm and constructive opposition”, Anthony Granger
The two elected officials want to present their political group as another voice between the majority of the city of Annecy and the list of Jean-Luc Rigaud: “We judged the former mayor focused only on the appeal. We wanted to be an opposition group at work, present in meetings and in committees. Firm and constructive opposition. “ Anthony Granger explained.
With the appeal in progress, the two elected officials denounce “A community at a standstill. “
Cyber attack: ” […] a return to normal at best on December 6. ”
Faced with this cyber-attack, the city held an information meeting for its elected officials: “It looks like the attack is massive. We are told a return to normal at best on December 6. “ Meeting during which all the elected officials (majority and opposition) were informed that the city had been warned of the attack by state services.
Anthony Granger also explains that committee meetings cannot be held and certain points of the next city council can present a multi-year investment plan. The budget orientation debate would also be postponed to the first city council in 2022.
A new formula for the Christmas Market with positive and negative points.
For Anthony Granger, the organization of this edition of the Christmas market is, in itself, a success: “We can all congratulate ourselves that it takes place. I think that everyone, that all year olds are happy to have a Christmas market, and to be able to meet there. We want to be a firm opposition group when things are bad, but constructive when things are going. “
For the elected official, the will of the majority to propose a market in the various delegated municipalities is commendable : “It’s a very good point. Afterwards, you will have to take the time to see at the end of the market, if there is a market, then draw the weak points and the strong points. “
As for Philippe Chamosset, he regrets the lack of prevention on alcohol consumption: “There is a big bar activity, and yet, no prevention, no support against alcoholism, while alcoholism remains a major problem in our society. “
Philippe Chamosset also takes advantage of the interview to come back to the question of the Christmas meal and the old parcels: “These two approaches must be considered by so-called festive snacks. It seemed important to me to remember that our elders must be cared for, preserved. We must give them back for having made this pool of life the place where everyone dreams of coming to settle. Our elders made this country what it is today. ” For the elected official, allocating a budget of 10,000 euros for these attentions is fully justified: “I was told about a concert of 17,000. So I think that we can put 10,000 euros in an animation for our elders and for these little attentions to thank them for having made this country what it is. is today. ”
For the community advisor, it was the lack of involvement of a certain number of elected members of the majority that weighed in the decision not to repeat the packages of the elders: “I myself had participated in bringing the packages to the seniors. It takes time, commitment, to travel. We are not elected to do a job at 35h. We’re here to serve a mission. I think they didn’t realize it was a mission, they take it as a job. After not all, I do not generalize. ”
Philippe Chamosset took the opportunity to thank the city officials and underline their difficulties: ” […] Between the fire, the cyberattack, the current feud between the two running mates of Annecy, I would not like to be in the place of a city agent. “ He says that currently 600 out of 3,000 people are on sick leave: “Among them, there are many who are on leave for burnout. There is a large part of the city’s agents who are overdue. “
Asked about the participatory budget, the two elected officials denounce a project whose goal is to compensate for the lack of proximity with the inhabitants: “Some projects could be day-to-day and carried out by communities, others blunt campaign elements, and finally this is a very significant cost for our city. It is necessarily a redeployment with a constant budget. The majority assume and gargle with great communication. We let the former judges of this project… ” Anthony Granger said. Philippe Chamosset adds: “What is absurd is this budget of 1 million euros. There, we absolutely have to spend a million. “
Tram and BRT question: Move slowly but surely
Part of the interview is devoted to the question of Tram / BHNS in the agglomeration of Grand Annecy and the many reversals of the file. For the two elected officials, the deliberation was taken hastily: “We were missing some elements. We were not asking for a 6-year report but a few weeks to refine the questions of routes, financing and also to ease the debate. We can see that in the current political context, decisions were taken by political logic and not by territory. “
For the two elected officials, the issue of financing these infrastructures was not sufficiently considered: “Frédérique Lardet and François Astorg were also elected on the promise not to increase taxes. But you have to understand that these developments are very expensive and will result in higher taxes for residents and businesses. The elected representatives of Annecy voted the expense without ensuring funding. Toul the world wants it to move forward but in a concrete way. ”
Anthony Granger insists on the need to stagger the expenses of the work: “Today, we are in a difficult context. We are experiencing a crisis which will unfortunately last. We hope that some will listen to reason for staggering the expenses of the work. We cannot make up for a 20-year delay in 5 years. All of Annecy’s needs are not limited to transport needs. Our community must keep resources for other themes. “
The Annecy Ensemble association: “bring back what is said in the field”
The Annecy Ensemble group formed an association in October: “When we formed the group in municipal council, we already had citizens who would get involved with us. “
The association was formed around a president from civil society and still without elected office, former elected officials, former running mate, citizens … “On people of different sensibilities. We try to enrich our proposals. Everyone has free speech, everyone can express themselves. “ For three months of existence, the association has a hundred members.
For Philippe Chamosset and Anthony Granger, this shows the need for direct contact with elected officials: “How many people tell us that they have no answers, that they have no feedback after contacting their elected officials. When we take offense at the loss of proximity, that’s it. ” For the two elected, the majority presents a “Facade democracy” with citizens but also with the opposition: “The commissions we have are information commissions. We are presented with subjects as almost complete. When they sell participatory democracy, it has to start with elected officials. We are of good will, we want to work together and we have proposals. “
