“Imagine a combination of social networks, algorithms that govern social networks, and the accumulation of even larger amounts of money by controlling certain cryptocurrency chains. We are looking not only at the state, such as China or Russia, or at other states manipulating technologies of all kinds in their own interests. “We are looking at non-state actors who, either for the state or by themselves, destabilize countries, the dollar as a currency,” Clinton said.
The former secretary of state also noted that now the US “definitely needs” new rules for the IT age, because the structures “are not suitable for what we are facing.”
