A Muslim officer from the Paris police headquarters will file a complaint against X for slanderous denunciation and discrimination, according to our colleagues from France Inter. The latter was suspended and disarmed after the attack of October 3, 2019. The assailant, an administrative officer of the prefecture of police, killed four police officers with a knife and left three wounded, before being shot by the police.

Seven officers were subject to administrative suspension and were disarmed in front of their colleagues after the attack. Among them, the taxman, Hervé C, converted Muslim. This police captain had access for several years to the files of fugitives in connection with terrorist files. March 2, 2020 he was assigned to another service, in charge of tax fraud.

Cleared by IGPN report

An investigation by the General Inspectorate of the National Police (IGPN) “did not highlight _no breach likely to be blamed on police captain Hervé C_. “ and therefore that there was no suspicion of radicalization against him. He relied on 17 testimonies from colleagues, especially women. This IGPN report is dated June 8, 2020 but the suspect only learned about it a year later, in the summer of 2021. France Inter was able to consult it. It is also written that “the feelings and concerns of the officers appear to be linked to the administrative investigation carried out in 2011, to the lack of communication of its conclusions and to the context linked to the attack perpetrated on October 3, 2019 at the police headquarters, and not to factual and concrete elements regarding a possible radicalization of this agent “. Hervé C. had indeed been the subject of an investigation by the General Inspectorate of Services (the IGS which was established by the IGPN) in 2011. It had ended in a classification without follow-up.

Discovery of another report from June 2021

His lawyers recently discovered the existence of the latest administrative report from the Ministry of the Interior, dated June 11, 2021 on this file which does not take into account the last IGPN report but that of 2011. “Mr. C. was already the subject, in 2011, of a report and an internal investigation at the initiative of his superiors following criticisms from employees resulting from his notorious and manifest ignorance, including during his service, principles of secularism and neutrality as well as suspicion of radicalization. “

This report from the Ministry of the Interior specifies that “it was not followed up” but it is too much for the police captain and his lawyers. Master Khalif explains that this is what motivated this criminal complaint. “We could have understood with the weight of emotion, we could have understood with the weight of responsibility, that, at the time of the commission of this terrible attack, that the Ministry of the Interior could move, act, monitor. Very well. But two years later on the terrorist trafficking! Without trial, without elements, without material facts, you are assigned a suspicion of terrorism, a suspicion of radicalization; but where are we going? This whole attitude shows that there was discrimination “. Hervé C.’s lawyers warn that they will seize the European Court of Human Rights if they are not heard in Paris.
