Prague wants subsidies from the EU instead of the metro for trams. But he does not have time to prepare projects
In the current programming period 2014 – 2020, DPP draws subsidy funds from the Operational Program Transport (OPD2). According to the director of the largest city company, Petr Witovsky, approximately 3.2 billion crowns remain out of the total number of five billion for the development of rail and ecological transport.
However, the condition for obtaining funds from the European Union (EU) is to have a finished project and a final zoning decision on the construction, which is to be completed by the end of 2022.

About two years ago, the former management of the Prague transport company talked about extending the line from Divoká Šárka to the Dědinská stop for 890 million crowns and from Barrandov to Sliven for 690 million and building two tram loops (Zahradní Město and Depo Hostivař). report on the preparations of a roughly two-kilometer section from the existing Modřany housing estate to the new Libuš final stops at the planned D metro station of the same name.

The expected investment costs are half a billion crowns, the EU could contribute up to 85 percent, which is about 425 million. “The aim is to obtain a zoning decision for the construction in 2017. The condition for obtaining a building permit is the settlement of property rights with the owners of the affected land (this process has already begun by contacting the individual owners),” wrote the transport company at the time.

According to Aktuálně.cz, negotiations on the purchase of plots are the biggest problems and because of that, there is a risk that Prague will not receive any subsidies from Brussels. “There are no three plots of land where we were forced to enter into expropriation proceedings,” the news server quoted Filip Jiřík from DPP, who is to prepare the tram lines in charge.
Actions for bias
Aktuálně.cz writes that the transport company applied for expropriation from the expropriation office of the Prague City Hall, which, however, had to automatically exclude the application due to bias and previously everything to the Ministry of Regional Development, which delegated the case to another office.

The whole thing was acquired by the municipal office in Černošice, but even that cannot decide on the action of one of the owners for bias. According to the server, the reason for the objection is somewhat bizarre – officials would ride on this line and therefore could delay the transport company.
The mentioned line to Dědina, to which the EU could contribute 750 million crowns, has not even completed the territorial procedure. “It could happen by November,” says Jiřík from DPP. In the case of continuing the tracks to Sliven, despite the valid certainty, it is certain that the entire 1.5-kilometer route will not be completed – again due to the purchase of land. The transport company therefore divided the project into two parts and will apply for only about a third of the subsidy. Of the originally planned 700 million crowns, only 230 million will probably be spent.
One of the priorities of the coalition of Pirates, Prague and the United Forces (TOP 09, STAN, KDU-ČSL) is the return of trams to Wenceslas Square, the extension of the line from Kobylis to the Central Bohemian Region is underway. The councilors also approved the route from Motol to Vypich. But the plans certainly cannot include these in the grant program. The municipality must thus make do with its own resources.
