Toulouse. The felling of a tree arouses indignation.
The alley of Île-de-France in the Papus district in Toulouse lost this week one of its most beautiful specimens. Indeed, one of the hundred-year-old plane trees bordering each side of this alley, was cut down on Wednesday at the great barrage of the inhabitants of the district. “A healthy tree which was part of an alignment registered as a Classified Wooded Space (EBC) in the old PLUi-H, was sacrificed for a simple particular interest”, indignant Benoît Cazals president of the Neighborhood Committee Papus-Tabar-Bordelongue. According to Benoît Cazals, this felling was carried out at the request of Toulouse Métropole Habitat (TMH) to allow the creation of car access for the benefit of the new owner of one of the terraced houses put up for sale by this social landlord. An access that it was also possible to shift in order to spare the plane tree. For its part, the town hall explains that this felling was done at the request of one of the owners, members of the ASL (Association Syndicale Libre), and was authorized by a vote of the General Assembly of this association. That this tree, located outside the public domain, was no longer protected by the EBC classification (Classified Wooded Area) since the PLUi-H (Local housing plan) was canceled in 2021. That in the PLU ( local urban plan) which is now authoritative, there is no recognition of EBC for the Allée de l’Île-de-France, and that consequently the town hall has no means legal to oppose this slaughter. However, she deplores this situation and calls on the members of the association to protect the other plane trees which form a remarkable alley. Our district president takes note of these elements, but maintains that this slaughter was requested by Toulouse Métropole Habitat, and says he is “scandalized by the fact that the town hall legitimizes this slaughter on the grounds of the cancellation of the old PLUi-H , even though Toulouse Métropole has just started consultations within the framework of the future PLUi-H which provides for the classification in EBC of the plane trees of the Ile-de-France alley”.
