San Marino. Repubblica Futura: “Chronicle of an announced disaster”
“In recent weeks, RF presented an interpellation on the subject of the annual appointment, by the AASLP, of the Operational Coordination Center (CCO) which constitutes, in the event of snow or ice on the roads, the “brain” of all operations cleaning and maintaining safety”.
Repubblica Futura writes it in a press release.
“The appointment even seemed illegitimate on the basis of the current law, since the members of the Center must be selected exclusively from among AASLP technicians, while the appointments made included other components; evidently an illegitimacy of the CCO could cause a serious legal exposure of the Administration in case of damages to third parties or to the operators themselves in the performance of such a delicate function.
In the embarrassing reply to the interpellation, the Propaganda Secretary, by now incapable even in this practice, does not answer even one of the questions posed. Is the appointment of the CCO legitimate under current legislation? Answer: the appointment was made “in good faith”. Is the Administration legally exposed in the face of an illegitimate appointment? No response except for an embarrassing normative interpretation, admitted as not “widely shared”. Were the Trade Unions involved in the prescription of the new Regulation which has, in addition to technical implications, also economic implications for CCO employees? No, and indeed I am surprised that the news was leaked (the report requested by RF is simply cited in a resolution by the Board of Directors!)
But we understood some things from that answer. And that is that there is a Director of the AASLP (Giuliana Barulli) who proposes untimely and in a non-shared manner technical and economic regulatory changes on the eve of the recruitment of the members of the CCO (always on a voluntary basis), which imposes a rotation criterion in the face of a small number of people available for service with experience (when the rotation criterion obviously makes sense in cases of greater availability of personnel compared to the needs), who cannot find the availability required due to their evident inability to manage resources human, who claims to reassure their collaborators when instead adopting threatening tones, who complains that secrets are not kept, who complains to the Board of Directors and to the Secretariat of an entire company sector that does not respond to them. And what’s more, the BoD, instead of calling the Director to his duties or assuming the role of mediation with respect to the technicians unavailable to perform the service, threatens the “dodging” staff and thinks of coercion for joining the service which, we recall, implies night shifts and availability evidently unrelated to the ordinary duties of the employees.
After our interpellation, the CCO was appointed again, but listen, in contradiction with the same regulation just approved by the Board of Directors: now it is made up of two managers (instead of three) forced to alternate eight-hour shifts and the consequent onerous commitment of the employees in the event of a prolonged snow event that raises doubts, and should certainly arouse them at least at the Unions, also as regards safety and health in the workplace.
Furthermore, the CCO is thus constituted, due to the stubbornness of wanting to follow the principle of rotation despite the lack of availability, by the majority of employees without specific service experience. In other words, for the first time in over thirty years, thanks to the extraordinary management of the Secretary of Propaganda & Co, the AASLP has never been able to organize an eviction service that could theoretically guarantee effectiveness and, last but not least , economy in performance.
Unfortunately, the effects are there for all to see in the face of the recent snowfall, which however has copiously affected only the highest part of the territory: dirty roads, totally insufficient and slow cleaning, dangers for motorists who, despite them, have to go to the work or are dealing with emergencies.
Nothing is accidental, unfortunately: this is only the obvious result of the work of “ethnic cleansing” of non-aligned AASLP personnel, wanted by the Canti-Barulli duo, regardless of what then happens in the services that AASLP should guarantee.
But let’s not despair: as another Secretary of State affirms, citizens can enjoy the snow from the sofa. They will certainly be happy about it.”
