Haute Garonne. Two candidates for the Renaissance presidency, expressing their lists
Through Guillaume Laurent

Renaissance, the party of Emmanuel Macron, is structured in Toulouse and Haute-Garonne. For the first time, internal elections will take place, the saturday 28 and Sunday January 29, 2023, with a view to appointing a departmental office, and electing a president. Until now, only local referents were appointed, a task that fell in Haute-Garonne to the Toulousaine Alice Dausse.
Two lists in the running, 25 elected to choose
A departmental office composed of 25 people will be elected proportionally. He will be in charge of the animation of the party, but also the preparation of the elections and the investiture of the candidates in all the communes of Haute-Garonne, with the (notable) exception of Toulouse.
According to our information, two lists will finally compete for the votes of the few 700 members Renaissance, formerly La République en Marche (LREM). Among these 700 macronist activists are a hundred elected officials, and two deputies (Monique Iborra and Corinne Vignon) who will both wet the jersey, since there will be one in each list!
A list led by Vincent Terrail-Novès, mayor of Balma
A first list, called “Proud and united around Emmanuel Macron”, will be led by Vincent Terrail-Noves. Widely re-elected mayor of Balma in 2020 (65.34% of the votes in the first round), it is first vice-president of Jean-Luc Moudenc in Toulouse Métropole, in charge of waste. It was he who was in charge of the negotiations during the (long) social conflict with the garbage collectors in the winter of 2021-2022.
As well substitute for MP Corinne Vignon since his re-election in 2022 on the 3e constituency of Haute-Garonne, he had been top of the list at the 2021 regionals with the support of the presidential majority (8.78% in the first round). Physiotherapist by profession, Vincent Terrail-Novès is aged 44 years.
Supported by the departmental referent Alice DausseNo. 2 on its list – which also includes the MP Corinne Vignon -, Vincent Terrail-Novès wants to “put the activists back at the heart of governance, and make them the first actors in the life of the party to create actions on the ground in the image of each territory, and to bring to life the debate of ideas “.
A list led by Laurent Soulié, elected in Tournefeuille
Entitled “The future is you! », a second list will be led by Laurent Soulie, 55 years, and engineer at Airbus. “Walker” since 2017, he had joined the party during Emmanuel Macron’s first candidacy for the Élysée, before being invested to defend the colors of LREM at the Municipal 2020 a Turnsheet. He had failed by 48 votes in the second round, and his appeal against the election of PS mayor Dominique Fouchier had been rejected by the Council of State. Having become leader of the opposition, he was elected in Toulouse Métropole.
Laurent Soulié also had talked about him in 2019 when he organized a demonstration of red scarves in Toulouse, and a “republican march offreedoms” in Paris, opposition movements… to the yellow vests.
Making “the observation that the young movement En Marche has not been able to capitalize sufficiently in Haute-Garonne on our successes in 2017 during the last departmental and regional elections”, Laurent Soulié deplores “a lack of local anchoring and a lack of effective local animation”. The deputy Monique Iborra is his #2.
