One of the terrible customs of Hungary after the regime change has gone out of fashion
Social customs are changing – this is the best way to explain the data that the National Tax and Customs Administration (NAV) provided to World Economy questions. According to them, it is as if it is out of fashion to file a public interest report with the tax authority on persons seeking revenge, for example, their neighbor, market competitor, former spouse or any grudge.
While a decade ago, in 2012, 35,000 such submissions were received by the authority, in 2016, fewer, 25,000 documents of public interest, were filed, and then in 2018, the number of notifications dropped below ten thousand.
In recent years, eight thousand such communications have been registered,
and – as we now found out – last year could have brought a similar number of submissions. In the first three quarters of last year, nearly six thousand signs of public interest or said to be of public interest were run.
We can’t stand blacking out
It was explained at NAV, what is usually included in such documents. The reports always specifically tried to call the authorities to the attention of an irregularity. Events without general, precise data, affecting one economic sector, rarely occur.
Among the submissions, there are multi-page, detailed information, well-edited documents, but there are also – quite a few – communications that still contain data on who took part in the alleged, reportable abuse.
Most of the time, as in previous years, it is stated in the submissions that some company did not provide a receipt or invoice, i.e. they are blackmailed.
An announcement about black employment is due,
and also about the fact that someone or a company is carrying out economic activity without authorization. Concealment of rental income is also a recurring theme, as is the disclosure of violations of the law in pubs or tobacco products.
There are fewer and fewer Anonymous
While the number of public interest announcements has decreased sharply, proportionately more and more people are adding their names to their submissions. In 2016, for example, almost every second document came from an unidentified person (46 percent),
less than a third of the reports in 2020 were anonymous (31 percent), and only a quarter of last year’s reports (25 percent).
the hit rate is getting higher and higher. It clearly indicates that there was a year when six submissions out of a hundred were at least partially or fully substantiated, that is, that is how many times the authority really found abuse. This indicator already jumped to 15 percent last year.
It’s getting easier to report
At the NAV, they tried to state that the organization complies with the legal framework and settings in order to properly handle the communications and suggestions of citizens who report irregularities.
That is why we previously knew at the authority that they were developing the IT system and renewing the availability of NAV and the form for submitting a public interest petition. With the help of this, you can make a report simply and quickly, with the minimum information required for the investigation. Evidence can be attached to the electronic form as an attachment in large files.
