Drivers driving through Na Balkáně street can now see their speed on the radar, the first ever in the third city district. But its location was not a simple matter, it was discussed and approved over a year. This required the consent of the police and the municipality.
Speed bumps didn’t help
According to the Deputy Mayor of Prague 3 Ondřej Rut (Green Party), this is a quiet residential area, where people in their cars used to shorten the journey between Spožový and Koněvová.
“Speeding in Na Balkan Street is a long-term problem that we have historically solved by introducing zone 30, then installing speed bumps and now radar. Unfortunately, the street is straight and wide, there are no other roads connected to it in one direction, so there is no need to give way on the right.” stated for the editors of Pražská Drbna Rut.
According to him, the narrowing of the road or other construction modifications are too expensive and the capital city of Prague, as the owner, does not want to finance it.

However, more than a year passed from the application for sectional measurement to the actual installation. As stated by Rut, the application had to be approved by the policy, discussed and approved by the municipality and the final Technical Administration of Communications.
The long approval process was also confirmed by the Prague 6 district, which has twenty radars on its territory. “The placement of the radar was subsequently initiated by the city district and based on the approval of the traffic police. Consultations in this matter are complex, and the process itself from the initiative to the subsequent permit and the final installation of the radar is usually drawn out.” the spokesperson wrote to the editors about the procedure in the Prague 6 district Jiří Hannich.
“The marking process usually takes several months, because it is necessary to modify the permit and then order the installation of markings, which is usually handled by the Technical Administration of Communications. In most cases, we try to accommodate requests, or postpone installation to a time when, for example, a major renovation will take place and we can plan the installation of the table in advance,” the spokesperson of the municipality explained to the editors Tadeáš Provazník.
The site must determine the policy
According to Provazník, this is a sign that is subject to the approval of the road administration office. They issue requests from the municipality with the police and then in cooperation with BESIP and other authorities from the point of view of road safety. It solves where it is located, how busy it is or how many pedestrian crossings there are.
“According to the Road Traffic Act (provisions § 79a), the police of the Czech Republic is authorized to designate a place for municipal police officers to measure speed. Without this determination, it is not possible to measure the speed in the specified range and solve it according to the law,” a police spokesman told the editors Jan Rybansky. However, he did not comment on the entire determination itself.
Trojka went through a similar but unsuccessful process two years ago. They wanted a section measurement on Jan Želivského street. “It is a capacity road where, due to the proximity of the school, the speed limit is 30, which is normally exceeded, and by a lot,” stated Ruth. However, they received a negative reply from the municipality in a letter.
