ZFE in Toulouse. Certain vehicles are (also) excluded from resident parking

Individual cars, motorcycles and other two-wheelers… Since 1uh January 2023, prime ministers private vehicles are subject to the ban to enter the perimeter regulated by the Low Emission Zone (ZFE) of the Pink City. Specifically, all vehicles Crit’air 4, 5 and unclassified (the most polluting) can no longer circulate in Toulouse, but also in part of Tournefeuille and Colomiers.
Aware that despite the bonuses put in place, “the rest to be paid for is still far too high” for low-income households who want to change vehicles, the mayor of Toulouse Jean-Luc Moudenc called on the government to “take responsibility” and double its aid assigned to individuals. After pointing out that “it was the State that set up the ZFEs”, the elected officials of Toulouse Métropole also mentioned the incompatibility between these vehicles now prohibited… and the resident parking. A measure which will also concern from next year the Crit’Air 3 thumbnails.
Crit’Air 4 and 5 already excluded from resident parking!
The elected officials confirmed on Thursday a measure passed in preview so far: holders of vignettes classified 4 and 5 just can’t no longer benefit from resident parking. “You have to be consistent”, defended Francois Chollet, asked about it. The vice-president of the Metropolis for Ecology believes that a derogation to this effect would lead to favoring “sucker cars”.
“With resident parking, a vehicle cannot be left parked for more than 24 hours without moving it. It would be inconsistent to allow resident parking for polluting cars which could therefore no longer move around Toulouse…”.
“I do not intend to extend the list of exemptions, corroborated Jean-Luc Moudenc, who took care to remind surrounding residents worried about being able to enter Toulouse: “Vehicles that do not meet the correct criteria will be able to access the metro park and ride, even inside the EPZ.
The ZFE pass incompatible with resident parking
Motorists awarded Crit’Air 4, 5 and non-classified vignettes, who live in Toulouse and who were previously beneficiaries of resident parking, are now exposed to contraventions.
Toulouse Métropole has set up a pass ZFE, intended to allow small rollers circular with a polluting vehicle, but it is only valid 52 days a year. Or, as stipulated on its website the community, “Being a resident does not exempt you from complying with the regulations in force in Toulouse which limit parking to a given location for 24 consecutive hours”. Except for committing an offense by moving their vehicles beyond the 52 days authorized per year, the owners of all Crit’Air 4, 5 or unclassified vehicles are therefore mechanically excluded from resident parking… If they can still pass between the cracks, it will get complicated in 2024, with the entry into force of automated controls, when sixty cameras automatically read license plates.
The Crit’Air 3 soon also concerned
From 1uh January 2024, a few months before the entry into service of the cameras, other motorists will find themselves in the same situation: all those equipped with Crit’Air 3 thumbnails. The Metropolis is also preparing to allocate new aid to individuals in February, essentially with a view to “helping owners of Crit’Air 3 vehicles and motorcycles” to equip themselves with clean engines.
Whether or not they could afford a new vehicle, these motorists therefore seemed doomed to part with their polluting cars. Car except at rent or buy a parking space or a private garage, they could no longer park in Toulouse!
