Lisbon is the fourth best city in the world for foreigners – Portugal
Lisbon was considered the fourth best city in the world for expatriates by the Expat City Ranking 2022. This classification represents an increase of 14 positions compared to the 18th place in which the Portuguese capital was classified in 2021.

O classification is made by InterNations, the largest expatriate community in the world, taking into account 50 cities and, in 2022, puts Valencia, Dubai and Mexico City on the podium. At the opposite end of the table are Paris, Frankfurt and Johannesburg. The study takes into account 56 different aspects of urban life, including both emotional and factual aspects. All these aspects are grouped by categories: quality of life, ease of adaptation, work, personal finances and essential factors. Lisbon’s worst classification is related to job prospects and safety at work, in which it ranks 44th.
Lisbon is in fifth place in the Personal Finance Index, as 69% of expatriates are satisfied with the cost of living, while the global average is located at 45%. However, results are presented that are very close to the average for the factors related to the disposable family income being enough or more than enough to lead a comfortable life (71%) and with the feeling of being paid fairly for their work ( 27%).
An Irishman who lives in Lisbon and was interviewed for the study said that “hospitalizations in general are very low in Portugal” and 25% of respondents assess the behavior of the state of the national economy.
Despite the satisfactory results in terms of finances and work, Lisbon is “one of the cities where expatriates are happier with their life abroad”. Of foreigners living in the Portuguese capital, 86% consider themselves happy, while the global average is 71%. “Only expats in Valencia are even happier.”
It is also one of the best evaluated cities in the Quality of Life Index, ranking fifth, as 98% of expatriates are satisfied with the climate, 94% with the opportunities to practice recreational sports and 87% with the culture and nightlife. “More than nine out of ten feel safe in Lisbon” and 93% find it easy to get around on foot or by bicycle. One Indian shared with InterNations: “Everything here is great, the weather, the people, the food and nature.”
Lisbon is ranked fifth on the Ease of Adaptation Index, with 82% of expats finding local residents friendly and polite and 81% saying that adapting to the local culture was easy. One American said: “I love the Portuguese, they are hospitable, patient and carefree. They are helpful, kind and polite”.
