Zurich administrative court whistles back teacher training college
The Zurich administrative court has called back the teacher training college of the canton of Zurich: the PH wanted to forbid a prospective teacher to complete her practical part in the canton of Aargau. But according to the verdict, that was not legal.
The Zurich Administrative Court stated in its recently published judgment that there is no legal basis for requiring students in the career changer course to be employed in Zurich. Prohibiting employment outside the canton is therefore neither legal nor proportionate.
In addition, it is possible for the PH Zurich to provide didactic support for individual students in Aargau “without much effort”, after all it is a neighboring canton. What is meant by this didactic support is the visits of mentors.
The student argued that she would work in Aargau in the future anyway because she also lived there. She also has two school-age children for whom she would have to organize less extracurricular care if she were to complete the practical part near Aarau or Lenzburg.
The decision of the administrative court is final. The student can therefore keep her internship in Aargau. The PH Zurich now has to pay her 1500 francs pay for their tenders for the court process.
The reason the Aargau student chose the Zurich course is that until autumn In 2021 there was no Aargau career changer training at all.
However, the prospective teacher began her studies in January 2021. In the canton of Zurich, career changers have been welcome in teacher training since 2016.
