The mayor of Šiauliai A. Visockas, who received suspicions, spoke about “Lithuania with its sposas” and called everything “winds of the wind”
The mayor who stated this simply thanked the STT employee “for being very cultured” who “handed over the documents, explained everything and issued them.”
He said he felt some kind of persecution
“I have no complaints from the employees of STT according to how the matter is going. And the other stuff… I don’t have the experience, I don’t know how much I can comment on. I have given a written commitment not to comment on the research material. And how I appreciate it, I already wrote yesterday on my Facebook account. These are the winds of the winds. Full winds of winds,” the mayor of Šiauliai told reporters.
When asked where those winds blew from, A. Visockas replied that he had no data about any political order, but he claimed that he had felt “persecution for that” for a year
To the question of why he thinks the allegations were made in the run-up to the mayoral elections, the mayor of Šiauliai answered: “It was not necessary here for a long time. Maybe it would be enough to say that they had come to film in the summer. And now suspicions are being registered. Conclusion yourself.
When asked how Europol could be related to the upcoming elections, A. Visockas answered: “Oh brothers, oh sisters. Here is Lithuania with its spousals”.
The mayor of Šiauliai claimed only yesterday that he found out that STT researchers “stumbled” on the competition for street lighting and repeated once again that this situation is not even winds of winds, but winds of winds of winds of winds.
The main criterion is public interest
The officers conducting the pre-trial investigation gave A. Visocki, who became a suspect, a preventive measure – a written promise not to leave and not to communicate with the specified persons.
The mayor of Šiauliai claimed that this preventive measure will not interfere with his work.
When asked if, in his words, STT officers are not afraid to make a fool of themselves by saying, in his words, the suspicious statements, A. Visockas once again regretted that the investigation material could not be disclosed: “I would put that material on the table so that people could see how such things are. The mayor of Šiauliai, who disagreed with the accusations leveled against him, claimed that neither he nor the director of administration had ever made a single decision that contradicted their internal voice in the public interest.

You will find that in Lithuania today the contract works would be cheaper than the estimated value. This happens only in Šiauliai.
Another object is the railway yard. The contract price of this project will be lower than the estimated value by even 5 million euros.
Maybe we are more efficient, maybe we do something differently than usual? Maybe this is the reason?”, the mayor of Šiauliai, who became an arsonist, asked the journalists who questioned him.
Sponsors get a level playing field
When asked about some frequent sponsors of municipal events who later become contractors, A. Visockas replied that he communicates with everyone openly: “There are a lot of sponsors. Grateful to them. They get a level playing field for their support.”
The mayor of Šiauliai, who once again spoke about the public interest and its observance, spared no criticism for the Competition Council. According to A.Visocks, only principled attitudes of Šiauliai city managers helped to save the city’s heat farm.
“By doing this, the people of Šiauliai received benefits amounting to 50 million euros. And how much did other cities lose? And in that process the competition service. Where is the good, where is the happiness, where is the public interest?”, the mayor of Šiauliai asked rhetorically.
Suspicions regarding 1.7 million tender worth EUR
Allegations of abuse of official position were brought against A.Visocki on Tuesday.
According to the investigation, A. Visockas is suspected of exerting illegal influence on the director of the Šiauliai city municipality administration and the municipality-managed companies and the permanent public procurement commission in order to imitate the law and transparent public procurement procedure and create exceptional conditions for one private company to win the public procurement of street lighting installation.
In June, in a comprehensive investigation, suspicions of abuse and creation of abuse were brought against two persons – Ryčius Maliukevičius, director and member of the public procurement commission of Etenders Baltija company, and Danielis Krinickiis, shareholder of the public procurement company.
According to the research, the director of the private company is a member of the public procurement commission organized by the Šiauliai city municipality company, which can set exceptional conditions for participation in the tender for the private company to win the public procurement of street lighting installation.
It is suspected that illegal actions could have created conditions for the company to win about 1.7 million. public procurement, financed with EU funds, worth EUR. This investigation is carried out by the officers of the Central Investigation Board of the Special Investigation Service (STT) and the Šiauliai Board.
