Evidence of legal professions in the Republic of Moldova, in an electronic state register
The development of an electronic version of the State Register of Legal Professions (RSPJ) was the subject of discussions held yesterday at the Ministry of Justice of the Republic of Moldova.
During the meeting, the process of approval, development and implementation of the RSPJ, the responsibilities of the parties involved and its implementation agenda were discussed. Present at the discussions, the State Secretary of the Ministry of Justice, Veronica Mihailov-Moraru, mentioned that the development of an electronic Register is one of the priorities of the Ministry of Justice on the digital dimension, and its implementation will allow a better record of the activity of justice professionals and exclude . the human error factor.
And the general secretary of the ministry, Stela Ciobanu, emphasized that the Digital Agenda of the Ministry of Justice was developed based on the Strategy and Action Plan, which aim to ensure with adapted information systems the need for efficient management of the professionals’ activity. “Within this project, we do not propose to elaborate the technical concept, develop and implement the Mediation Information System, including RSPJ. Both information systems are to be functional by the end of 2023”, added Stela Ciobanu.
Thus, it was proposed that the RSPJ be an integrated information system of the justice system, and notaries, lawyers, mediators, bailiffs, authorized administrators, translators, judicial experts and other actors who contribute to the administration of justice will ensure the flow of information regarding their professional activity/attributions. This will allow the systematization of operational processes and ensure the principles of transparency and continuity of information.
The meeting was attended by representatives of the European Bank for Reconstruction and Development (EBRD), the International Organization for the Development of Law (IDLO), the Legal Information Resources Agency, the Directorate of Professions and Legal Services of the Ministry of Justice and those of the implementing team.
The development and creation of the electronic version of the State Register of Legal Professions is funded by the US Agency for International Development (USAID), in partnership with the EBRD and IDLO.
