The reasons for Toulouse Métropole
Contacted, Toulouse Metropolis explains that the summer holidays generated “numerous absences and fewer volunteers available“. A situation leading him to cancel the collection of Saturday August 13th.
Cancellations of this type had already taken place during the month of July, held to predict, according to trade unionsa similar fate for August.
Toulouse Metropolis indicates having chosen the weekend of August 13/14, because its following day, Monday 15, is a holiday. More Toulousains would thus be likely to go on vacation on this date, which would constitute less waste to collect.
Unions react
The unions criticize them the choices of the Metropolis. Sofiene Draoui, CGT union representative for the garbage collectors, explains: “They have taken on replacement contract workers for this summer, but they don’t have a driving licence. Result: there is no driver available to drive the trucks on Saturday”. Nicolas Refutingeneral secretary of the FO union, speaks to him of a lack of manpower.
“We have a staffing problem, a problem of demarcation of neighborhoods to deal with, but above all: a problem of overtime. The public service does not allow a community to pay more than 25 overtime hours to an agent. Or , the agents who wish to work on Saturday quickly exceed their quota in the month. So we have no one left to fill the slots.
The garbage collectors explain that for the tour which will not be done on Saturday August 13, it will be necessary to wait for that of Wednesday August 17. “And if we can’t collect everything on Wednesday, we will have to wait until the following Saturday… if the collection is maintained” confides Sofiene Draoui.
Indeed, the unions do not exclude that other Saturdays will also be canceled for the next weekends in August. “We hope they will be maintained, but it’s not impossible that it happens” concluded Nicolas Refutin.
