Crit’Air vignettes for the ZFE in Rouen: a possible report?
From September 1, 2022, the inhabitants of Rouen and its metropolitan area will have to display a Crit’ Air sticker on their vehicles, authorizing them or not to travel to Rouen and 13 municipalities. A measure deemed unequal and too rapid for some, petitions are calling for its report. Explanations.
While some motorists are in a hurry to change vehicles before 1uh September 2022, others want to put pressure on the Rouen Normandy Metropolis to postpone the implementation of the Low Emission Zone.
A petition has been sent to change.org website. This Monday, August 8, 2022, she counts a little more than 500 signatures. The ZFE collective that launched the petition states:
The Metropolis of Rouen has decided to apply the ZFE, from September 1, 2022, while the law left it until 2025. If the ZFE comes into force, under current conditions and in the midst of the inflation crisis, the the consequences will be dramatic for the most precarious. Moreover, there has been no real campaign to inform the population of the aid that exists. The ecological transition must be done by associating and informing the population. Must therefore :
– Ensure a sufficient supply of Crit Air 1 and 2 vehicles, entry-level or second-hand for low-income households and VSEs-SMEs.
– Ensure access to micro-credit for monthly payments of 30 euros per month for the first deciles, workers on shift work and the elderly.
– Exempt people visiting a health facility from the application of the ZFE.
– Set up a one-stop shop so that everyone has access to aid.
– Continue to strengthen the public transport offer in the Metropolis and beyond.
– Gradually move towards free public transport.
– Put an end to ecological inconsistencies: exclude SUVs from the Crit’Air 1 and 2 vignettes and reinvest the 250 million East Bypass subsidy in aid for low-income households.
Until these requirements are met, we ask the State and the Metropolis of Rouen to suspend the implementation of the ZFE, while maintaining aid for vehicle replacement. Yes, we must change our mobility: but in a planned way and with social justice!
Maxime Da Silva, former NUPES candidate in the first constituency of Seine-Maritime, supports this mobilization. This will be one of the topics discussed during his tour in “popular caravan”. He gives an appointment to the inhabitants of Rouen this Thursday, August 11 to discuss this measure.
His rival Damien Adam (LREM), who won the constituency last June, is also asking Nicolas Mayer Rossignol, mayor of Rouen and president of the Rouen Normandy Metropolis to postpone the entry into force of the ZFE until January 2024. The Metropolis advocates pedagogy
To respond to these concerns, Métropole Rouen Normandie insists on the support measures put in place: “aid for the conversion of vehicles for nearly 40 million euros, development of public transport, financing of carpooling, etc. It also specifies that an educational period is planned until 1uh March, during which it is recommended that the authorities responsible for the police give explanations, a call to order but no immediate automatic sanction of users.
Eventually, motorists who do not have a Crit’Air sticker or have a 4 or 5 sticker incur a fine of 68 euros.
