The non-governmental non-profit organization Hlídač statu has published the K-Index on its website, which addresses wasteful handling of public money and the risk of corruption. In the capital, the first city district was rated the best, followed by Prague 3 and Prague 4. Prague 16 finished last out of twenty-two.
The calculation of the K-Index is based on the marking of various parameters A to F, when numerical values are added. The higher the number the analyzed subject gets, the worse his situation is. The state watchdog deals with, for example, the share of contracts without a price, the share of contracts concluded with a company whose founding owners sponsored political parties themselves, the share of contracts concluded on a weekend or holiday, the concentration of orders in the hands of a small supplier or the concentration of suppliers in contracts with a hidden price.
The Prague 1 district finished with a total value of 2.43 points, receiving four A’s, four B’s and two C’s. The organization found the problem in three contracts with deficiencies and in 136 contracts with companies that include owners or sponsors of a political party.
“It shows almost no risk factors. Orders from individual fields were concluded by several suppliers, none significantly dominates. Orders with a suspicious price are not concentrated with any suppliers,” it is written on the website.
The second Prague 3 then got 2.91 points and Prague 4 3.03 points.
Compared to last year, No. 1 and No. 2 took turns in the lead, the fourth city district reached third place from fifth. Overall, however, compared to last year, they all worsened in terms of index value.
The worst Prague 16 scored 6.81 points mainly for hiding the concentration of 21 contracts, dominance of contracts with suppliers in two fields and contracts with a small number of suppliers. She fell from 12th place to the last place in the ranking. “It partially enables risky behavior. It voluntarily publishes a large number of contracts under 50 thousand crowns. Fundamental deficiencies in three contracts out of 142 contracts,” stated the State Guardian.
