MHMP: Prague will strengthen the solution and prevention of youth homelessness in substitute care
8/2/2022 8:31 a.m. | Press Release
Council of the head m of Prague approved the Memorandum on cooperation on the systematic prevention and ending of homelessness of young people in substitute care.
Part of the joint agreement with Naděje charitable organizations includes, among other things, commitments to create offers of affordable housing for young people who are in alternative care in the capital city, as well as financing quality support and assistance services in the field of prevention and solving homelessness of homeless young people or systemic collecting information about the situation of young people who do not have a roof over their heads.
The conclusion of the memorandum is an important step for the creation of broader cooperation on the systematic prevention and ending of homelessness among young people in the metropolis. Around 200 people under the age of 26 use the low-threshold day center Bolzanova, which is managed by the Naděje organization. These young people are usually in a difficult social situation and are homeless. Half of them are young people from children’s homes, educational institutions or foster care. The capital has not yet systematically addressed their situation. One of them was the lack of information and relevant reasons. This should now begin to change thanks to the memorandum approved by the Prague councilors today.
Prague has agreed with the organizations Naděje, which has been dealing with the situation of young homeless people for a long time, that they will specifically cooperate in three areas:

- creating affordable housing offers in the form of practice, training and starter housing for young people who are in foster care, and shared and independent housing for young people who have already left foster care;
- systematic collection, processing and use of information on the situation of homeless young people in the capital city through regular sharing of relevant data and their use within the framework of planning and coordination of various resources and assistance. The Hope Organization will then share data on the number and situation of homeless young people with the capital;
- financing of quality services and tools of support and assistance for young people at risk of housing shortage or in housing shortage.
In connection with the memorandum, the capital city will provide apartments from the beginning of 2023 for the benefit of the situation of specific young people who are helped by the Naděje organization. The data obtained by Prague on the situation of young people at risk of homelessness will be used to evaluate the situation and prepare measures aimed at preventing and quickly ending homelessness among young people.
In addition, the situation of young homeless people in the capital city should also be reflected in newly emerging strategic documents, such as the Concept of Support for Young People Leaving Substitute Care and Strategies for Prevention, Reducing Negative Impacts and Ending Homelessness in the Capital City of Prague by 2030.
