“The stand is not breathing!!!” They almost killed the deputy mayor outside Prague. He had to be resuscitated after the attack

CASE, EXCLUSIVE During the celebration day of the village of Velké Přítočno near Kladno, on June 18, the deputy mayor Stanislav Kratochvíl was brutally attacked. She ended up in the hospital with a broken cheekbone and bleeding on the brain. The police are currently handling the case as grievous bodily harm. A criminal complaint was also filed. There are many questions.
According to several witnesses, this could be the aftermath of the event at the council on June 15, when Kratochvíl was publicly threatened. There is a write-up for that too.
The entire Central Bohemian municipality is resonating with a case that could simply be called: the municipality versus the petition committee.
The territorial plan of Velké Přítočn was originally approved in 2005. Over the course of more than seventeen years, several changes and updates took place. The last change occurred in 2018. The investor purchased the land and in 2019 submitted a proposal for the solution of the territory with a visualization of the project. All conditions had to meet the requirements and requirements of the valid spatial plan. The study was discussed at the local council.
The project received permission, i.e. territorial approval for the location of the building.
The Petitions Committee intervened
But after the investor started offering apartments, the head of the petition committee began to oppose this project. This is Jaroslav Hráský. By agreement, the construction was to be located in its immediate vicinity. He began to strongly oppose the entire construction.
It should also be noted that no objection was raised at the time of the discussion. Hráský was not even present at a single council meeting, several participants told us.
He then began collecting signatures for a petition. According to the municipality, the information he communicated to residents was partly not based on the truth. The mayor of Velké Přítročn, Jan Burger, issued a press release in this regard.
Mayor Jan Burger’s press release:
Dear citizens, on behalf of the village council, we fundamentally object to the false information that most of you received in the weekend mailbox under the baton of the representative of the preparatory committee. The project of the planned construction of apartment buildings in the locality near DEK Stavebnin has resonated with the municipality since 2018, when the local council discusses the territorial study at its regular meeting, which is public and accessible to all citizens of this municipality. Records of this can be viewed at the municipal office. All documentation and construction procedures for the project were properly and on time posted both on the public notice board of the Jednoty municipality and on the municipality’s website.
Each of the citizens could sign up as a participant in the administrative procedure, which was not conducted by the municipality, but by the Kladna Municipality – construction department. Currently, the project has a zoning decision on the location of the building issued by the Kladno Municipality, Department of Construction and Spatial Planning. It should be noted that construction is permitted in the locality near the DEKU according to the valid spatial plan of the municipality. The apartment building project is fully in accordance with this spatial plan and meets all the conditions for construction. It is processed by one of the best architectural offices A69. Now to the individual and I point out again – deliberately false information against the construction given in the information leaflet by the representative of the preparatory committee.”

Burger also differs from the opinions of the preparatory committee and the municipality.
Preparatory Committee: The planned construction does not respect the existing urban and architectural character of the village. The construction resulted in a permanent and irreversible change in the character of the village.
Village: The municipality of Velké Přítočno does not historically have any architectural character, and according to the architects who designed this location and planned this environment for the purpose of construction, this form of apartment buildings is a sensitive transition between large industrial halls and family houses, in accordance with the given territory.
Preparatory Committee: There would be an increase in the number of inhabitants by up to 1,000 people, i.e. by 100 percent, in a single locality.
Village: Yes, there will be an increase in the population, but up to 700 people over the course of 7 years. Due to the fact that in municipalities, and not only in ours, buildings are normally built and municipalities expand their location, the increase in population is a common phenomenon.
Preparatory Committee: There would be a measured increase in traffic on local roads / the new construction is to be connected to Vítězná ulica as well/ and a related increase in the level of noise and air pollution.
Village: Here I would like to once again reassure the citizens of Vítězná and Nová Street. No, traffic will not be directed in any case, as the site will be served by a new separate access road and there will be no passage to Vítězné Street again. On local roads, the municipality itself determines the local regulation of traffic. The traffic load will not increase, as the newly planned parking lot for the kindergarten will be accessible from the main road I/61. Air, noise, etc. are dealt with in the framework of construction procedures according to the prescribed standards established by law, and every investor is obliged to submit this measurement to the request for the issuance of the relevant decisions. In this case, the Department of the Environment of the City of Kladno gives a positive response to the proposal of the territorial study. The new construction will serve as a visual and noise clone between the adjacent existing development and the logistics zone, which is subject to a noise study.
Preparatory Committee: The civic amenities of the village are not prepared for such an increase in the number of inhabitants. Primary and kindergarten schools are already at the limit of their capacity. The new complex of apartment buildings is to be connected to the existing sewage system and WWTP, which were not designed for this capacity.
Village: An increase in the number of inhabitants is logically expected in the future. Together with the investor, the municipality is taking steps to expand the primary school, including 2 grades. The project is complete – a building permit is required. Kindergarten will be increased by 100 percent of the current level. The project is also finished and we have applied for a building permit. It is planned to increase the capacity of the WWTP on the basis of this project of the presented projects in the village of Dolany, where more extensive construction will also take place. The project to increase the capacity is close to completion.
In the end Press Releases the mayor added: “In conclusion, I would like to say that I am a supporter of democratic tools, but I am forced to protect you against misinformation that concerns the municipality and its organizations.”
Investor, petition committee, municipality
The mayor of Velké Přítočn subsequently initiated a meeting between the investor, the petition committee and the municipality. According to him, the whole meeting was conducted in a hostile manner.
“I told them if they feel we haven’t communicated enough, I’ve set up a meeting with the investor and the architect. To communicate why they invented it there, what kind of soul it has, what purpose it serves… The project has a head and a heel. But they only said that I don’t want this, they didn’t care at all. But they could have said this a long time ago. That study was discussed again at the council, no one ever objected, no one ever came,” Jan Burger told PrahaIN.cz.
The initiators of the petition committee also started going to the council. It was supposed to be, for example, Jan Matoušek, who in the past already served as chairman of the committee on Prague 5, here he was also criticized by a member of the council for a conflict of interest. But it was also about Václav Hanf or the already mentioned Jaroslav Hráský.
“You take care that nothing happens to you!”
At a public meeting of the Velké Přítočno municipality council on June 15, 2022, a threat was made to the deputy mayor of the municipality, Stanislav Kratochvíl. As could be expected, there was a discussion about the spatial plan of the municipality.
This is revealed by both the official record of the meeting and its participants.
Václav Hanf said to Kratochvíl: “Be careful that nothing happens to you!”
Stanislav Kratochvíl asked if it was a threat. He didn’t get an answer. The entire debate was finally ended by Mayor Jan Burger.
We contacted Václav Hanf, who was supposed to threaten the deputy mayor according to the official record. He didn’t want to talk too much on the phone. However, he denied the whole situation.
“I didn’t threaten anyone, that’s the first thing. I won’t talk like that on the phone. But this did not happen, I even contradicted it – I wrote to the office that it was not like that. It’s such terrible nonsense, it’s outrageous… It offends me. I submitted a proposal to change the registration because it is not true,” Hanf told the PrahaIN.cz server.
And three days later, an event occurred that affected the entire village.
It was the previous incident at the council that raised the questions mentioned at the beginning…
For example, whether it could have been related to a win or a dispute with the petition committee. However, the deputy mayor himself mentioned that this is only a discussion. But he also added that this speculation was not true.

Village celebrations with a brutal ending
Velké Přítočno celebrated the Community Day. The whole day was celebrated, in the evening there was entertainment, as is customary at similar events. Beer was flowing, people were dancing. Shortly before midnight, the mayor was asked by the DJ to tell the visitors to leave the stage at the Sokol stadium.
The mayor also told the future attacker.
According to Mayor Burger’s testimony, the person was constantly looking around, looking for someone. She finally found her target. The deputy mayor of Kratochvíl, whose aggressor knocked him out hard with a boxer. His friend immediately went to help the victim. He got hit with a steel fist too.
However, the drama was just beginning.
The mayor immediately went after the assailant, who ran away to the car where two other people were standing. At that moment, however, he heard a call that Deputy Mayor Kratochvíl was not breathing.
“I caught him, he didn’t do anything to me. I told him to stay here, I ran to Standa (deputy mayor) because the girls there were cheering him up,” the mayor of Velké Přítočno told our editors.
Let’s add that the deputy mayor had to be resuscitated on the spot. If this did not happen, it could endanger his life.
The police and emergency services were then called.
Subsequently, the same red car that left the event was spotted at a nearby hostel. Three people got out of it. After that, the number plate should start to be dismantled. They were detained by a police patrol.
Health problems of the deputy mayor to this day
As already mentioned, the deputy mayor had to be resuscitated, narrowly escaping the worst case scenario. Stanislav Kratochvíl ended up in the hospital with a severe concussion, a cracked cheekbone and bleeding in the brain.
He remembers almost nothing of the whole incident.
“To this day, I can’t drive because I’m constantly dizzy. It’s still not up to standard, the wife says I’m pretty slow. Neurologists say it’s only a matter of time before it evens out. However, my sixteen-year-old daughter took it the most… She saw the attack with her own eyes, she is not doing very well mentally. That’s what I regret the most,” Stanislav Kratochvíl told our editors.
A criminal complaint was filed against the attacker.
“But what disgusted me the most was that the police told me that the person had not yet been punished, that he could only be fined twenty thousand. I was dead for three minutes, they should have killed me, everyone saw it… They will tell me this. I’ve never seen that,” he added.
