Prague 5: Fundamental comments on the draft Metropolitan Plan for public consultation

The municipal council of Prague 5 approved a total of 246 contributions to the draft of the new spatial plan of Prague. In the future, the failure to deal with the fundamental observations of the Prague 5 district could have a negative effect on the lives of citizens.
“The current proposal of the Metropolitan Plan addresses housing for 400,000 inhabitants, but it does not take into account the accompanying infrastructure, civic amenities and, for example, areas for the construction of school buildings are not guaranteed in the area. So how does the city want to ensure sufficient capacity in kindergartens and schools?” asks the mayor of the Prague 5 district, Mgr. Renáta Zajíčková (ODS).
The capital city of Prague already decided on 26 April 2012 to manage the new spatial plan of Prague, and since then the preparation and processing of the draft of this long-term conceptual document has been ongoing. He incorporated part of the comments into the current proposal for the public meeting – for example, ensuring the protection of the Kavalírka park or the Motolka park. However, a large part of fundamental comments, especially systemic ones, were not taken into account and incorporated into the proposal for the public meeting.
“I express my deep disappointment over the current version of the new spatial plan of Prague, which the author together with the editor of the document submitted to the city districts and the public for public discussion. After 4 years, the municipality is once again submitting several comments, more precisely 246 comments,” clarifies councilor Mgr. Zdeněk Doležal (ODS), who is in charge of territorial development of Prague 5.

As part of its comments, the municipality specifically requests: ensuring sufficient protection of greenery and unique residential areas, guaranteeing areas for civic amenities or public buildings. As a very fundamental problem of perception of incomprehensibility and illegibility of the current proposal of the Metropolitan Plan.
“If such an important strategic document for the entire capital is to really work, it is necessary to be able to prepare a spatial plan. Comments on a specific area are seriously being forgotten. It is desirable that the document be comprehensible to the general public and at the same time predictable for all those involved, i.e. for municipalities, investors and citizens,” added the mayor of the city district.
Municipal districts had only 60 days to process comments and prepare them, or 30 days to process the draft of comments to the city councils. The mayor of the city district, Renátka Zajíčková, was alerted to the too short and almost unrealistic time for the city district to comment on the proposal of the Metropolitan Plan already at the beginning of March this year, when in a letter addressed to the deputy mayor Petr Hlaváček, who is in charge of the area of territorial development and the spatial plan, she requested an extension deadlines for submitting comments.
Although the request was not granted, I prepared a total of 246 comments in the short time set by the so-called “working group for the Metropolitan Plan” established by the Municipal Council in cooperation with other invited experts in the field of transport, environmental protection, greenery and including an expert on valid legislation. The management of Prague 5 will insist that the City Hall of the Capital City of Prague incorporate all essential comments on the Metropolitan Plan.
