Justices of the peace in chaos, hard line of the court of Naples North: “Suppress the offices”
Justice of the peace, request for dismissal of office formalized. The note, signed by the president of the North Naples court Luigi Picardi, has already been forwarded to the Ministry of Justice. The request is dictated by various reasons, mostly attributable to the difficulties that emerged on the front of the management of the structure, which is responsible for seven municipalities: Marano, Giugliano, Mugnano, Villaricca, Qualiano, Melito and Calvizzano.
The news of the request for closure has shaken the political and forensic circles of the territory. “We cannot afford to lose the Justice of the Peace – he explains Giacomo Pirozzi, mayor of Calvizzano -. We work to ensure that the office remains in Marano, but if it were to be impossible, then there are other solutions. The important thing is to avoid merging with Aversa ».
In the note sent to Rome, President Picardi refers to the continuous complaints of the Municipality of Marano, the leading body which houses the office in the Piazzale San Escrivà de Balaguer headquarters. “It emerged – writes Picardi – that the municipalities of Mugnano, Melito and Qualiano have not fulfilled for several years their commitments to support their spending shares and the further obligation to guarantee an employee, while the municipalities of Calvizzano and Villaricca are obligation to guarantee a non-compliant employee only for the management fees relating to the current year and have regularly provided administrative staff. The Municipality of Giugliano, on the other hand, has never adhered to the agreement, but has freely contributed with the contribution of two employees of categories C and D, the last of which was never replaced at the time of retirement, however, about three Years ago”.
But that is not all. Picardi underlines that the Municipality of Marano – among other things in financial distress – has partly advanced, over the years, the expenses for the functioning of the judicial office. Expenses that from now on, as clarified by the prefectural commissioners, he will no longer be able to anticipate. For Raffaele De Leonardis, mayor of Qualiano, «the time has come to put aside all forms of haggling. We have prepared in the budget the sums to be left to Marano – he adds – but Giugliano must also dissolve his reserves: if he enters into the agreement, he must also take care of the arrears for management costs ».
The lawyers are on a war footing. «Marano cannot lose another symbol – thunders the lawyer Teresa Giaccio -. If the problem is of a structural nature, the Municipality has other properties available. The entity, therefore, undertakes to do so “. Against the current the lawyer Beniamino Esposito: «That office is to be closed: there are no minimum requirements to set up the proceedings. Chaos reigns supreme ». Among the many emerging problems are also those of a structural nature: infiltrations from the floors, problems with lighting systems, air conditioning and toilets. Access to the offices, as feared by the Marano technicians, should therefore be limited. The last word now belongs to the ministry, but an initiative by the mayors of the territory is announced for the hours.
