Prague has approved a state plan for the development of PID lines until 2032 – Cysnews
Rada hl. On 20 June 2022, the City of Prague approved the strategic document “Development of PID Lines in Prague 2022-2032”. This is the third update of the original material for the years 2019-2029. The basic goal of the document, which included current projects and such comments from city districts, is to provide the city government and the public with a more detailed idea of how public transport can expect in the next ten years around its place of residence or workplace after completing new subway lines, lines trams, trolleybuses, modernization of railways and after the completion of other residential and administrative units. The document also serves for long-term planning of the capacities of individual carriers and as a basis for the possible drawing of subsidies from the European Union.
The preparation of this extensive material began in 2015, when ROPID addressed representatives of all 57 city districts in writing and subsequently gathered their suggestions for the prospective form of the public transport network in their territory.
All then known development projects of Hl. m of Prague.
The first issue was presented by the ROPID organization in 2017 and was intended for obtaining comments from Dopravní podnik hl. m of Prague, other carriers providing public transport in Prague, Technical Administration of the City of m of Prague, Institute of Planning and Development of the Capital m of Prague, Prague Airport and others.
Already hundreds of comments were made on the first version of the document, which were subsequently settled and processed into the second edition of the document, which was used to introduce the project to the public and city districts.
According to the decisions of individual local governments, the presentation of city districts took place not only at the relevant committees and commissions of city districts, but in some cases the public was also invited to participate. With regard to the municipal elections in the autumn of 2018, the document was also acquainted with the new political representation of the constituencies and final comments were obtained from elected representatives from this period.
“The preparation of new sections of the metro, tram and trolleybus lines as well as new stops on the railway is a long-term matter and it is necessary to know in advance how many connections will run on the existing and new infrastructure and how many vehicles will be purchased for these developments. It is also necessary to map in advance the possibilities of running new tram lines and metro lines. This is also important for the possible drawing of subsidies from the European Union. The original material has not yet reflected some new infrastructure projects, such as the tram line on Wenceslas Square and other investments that we have moved – the cable car from Podbaba to Bohnice or the trolleybus line. The new strategy is an update after four years, which has moved the investment forward. This document is extremely important and I am very pleased that it has managed to incorporate as much as possible the comments of the individual city districts, “ states Adam Scheinherr, Deputy Mayor of Prague and Councilor for Transport. “You can already try out the individual lines in the interactive map of Prague, and how the individual lines should lead, for example after the opening of metro D, the tram line on Wenceslas Square, the completion of the train to the airport, the cable cars to Bohnice or where the new trolleybus lines will run.” adds Adam Scheinherr.
“We have assessed all the comments of the city districts in detail or incorporated them into the document. For each comment, we assessed its relevance, especially the technical and operational feasibility, and of course we also took into account the city’s economic potential. “ adds Petr Tomčík, director of the organization ROPID, which processed the document. “These comments have significantly helped to improve the quality of the final version of the document, enriching it with a number of additional information and options for completing the unique material in its scope.” concludes Petr Tomčík.
In November 2018, the second version of the document was noted by a resolution of the City Council. m of Prague, while at the same time ordering the ROPID organization to finalize it.
Because after the elections of 2018, some strategic documents Hl. m of Prague, especially with regard to the dynamics of the development of tram lines, the project of electrification of bus lines was significantly launched and the priorities of individual projects of the city were re-evaluated, the scope of adjustments in the document was subsequently relatively significant. The covid19 epidemic therefore postponed the finalization of the document until 2022.
The document mainly describes how much public transport will be operated on the new infrastructure. This information is essential for the processing of EIA documentation on the impact of construction on the environment, or serves to calculate the CBA analysis (cost-benefit analysis), ie an important factor in deciding on the co-financing of construction from European funds. They also help in assessing the noise impacts of new investments in the environment, or in the documentation for the DUR zoning procedure, they simplify the process of placing and dimensioning stops, crossings or other equipment with regard to the expected numbers of passengers.
The idea of the prospective volume of public transport traffic is also crucial for individual carriers, especially for their strategy of planning the development of the vehicle fleet and human resources. Data from the document “Development of PID lines in Prague 2022-2032” have already contributed, for example, to the refinement of the strategy of further renewal of the tram fleet in Prague. They are also a fundamental basis in the process of preparing a new contract with Dopravní podnik hl. m Prahy, as In the previous days, it also served in the communication with the European Investment Bank within the solution of the credit framework for financing the construction of the D metro line.
The considered volumes of public transport on new constructions will be binding after approval for all entities preparing the operation of PID on the given sections, if Hl. m Prague will decide in the authorities that the given constructions will actually be real and their financing will be ensured. Thus, the document is not a set of projects that must be built, only a kind of cookbook, which in the event that the city implements the project, outlines the appropriate procedure in terms of its operation of the PID connection.
With regard to the development of the city and the probable emergence of new and reassessment of the importance of some existing projects, it is also clear that the approved document will always be regularly updated over a period of several years so that the general public always has an up-to-date overview of Prague’s integrated transport development strategy.
The entire document is available to the general public on the website www.pid.cz/rozvoj-linek-2022-2032/ including interactive maps where details can be clicked on for each project. The city’s work will be distributed in printed form so that everyone can find in one of the most historically extensive strategic documents Hl. m of Prague what will interest him in the field of public transport development.
