The completion of the D4 motorway, which is to connect Prague and South Bohemian Písek, could soon be delayed. This is due to the dramatic rise in prices for building materials, energy and fuel. The association of companies can no longer increase the contracted price for the state highway. Now they will work with the Ministry of Transport to find a way to deal with the huge increase in prices.
The construction of one of the two main routes from Prague to Austria is in danger. Private companies signed a contract for long kilometers of completion and modernization of 16 kilometers of existing sections at a time when the prices of basic building materials were tens of percent lower.
“For example, there is a great shortage of structural steel, which is sold at many times the price compared to the previous year,” explained Michal Jurman, a spokesman for the construction company Metrostav Infrastructure.
“In the autumn and winter, we will start building bridges and iron will be needed, so far we are negotiating contracts outside the Russian Federation and Ukraine,” said Martin Borovka, Chairman of the Board and CEO of EUROVIA CS.
A total of 56 bridges are to be built on the new section. According to the Minister of Transport Martin Kupka (ODS), the ball is on the side of entrepreneurs. “The benefit of PPP projects for the Czech Republic is that we transfer all financing risks to the private sector, which will have to deal with it,” Kupka said.
The highway will not become more expensive, but the question is whether construction companies or their subcontractors will not end up in the joint project. Both sides are therefore trying to find a way to avoid the impending construction debacle.
“Through the Road Association, we are trying to negotiate this unprecedented situation with the ministry,” Jurman said. “Of course, we are also looking at solutions at the national level for the most dramatic increase in commodities,” Kupka added.
The rock near Milín near Příbram should also give way to the new motorway. Rock blasting should begin during June. The state has to pay a consortium of companies 19 billion crowns for the construction, commissioning and subsequent 24 years of highway maintenance. It will start repaying in 2024 and 2025, in crowns and euros. The last installment will be in 2048.
